I hardly ever work on it in the first place. Or work on it so that I want to write it down.

I've got 6 countries and two ruins, and have only determined that one is like a melting pot mixed culture resembling something like a New York City except built like Venice with watersystems and with several wrecked monuments from many cultures nearby, one is ancient regime Japanese-French-like and underground with lots of waterfalls/greenery/crystals, one is like a steampunk Victorian era that's constantly gloomy and possibly with aerial areas, one is like a industrial country with basically a Los Angeles feel to the (deteriorating) building style with possible aerial areas, and that I still need two countries, two ruins, and something that isn't as addictive as drugs but hopefully as inspiring.

Whoo for textwalls! (And that is the first time I've written that much in detail about them. XD)

keep in mind to create a real human society their level of technology and enviroment coincides with their culture.
Alot of stories with an old or ancient type of culture in a modern world enviroment have fallacies. Keeping fallacies to a minimum helps your story.

The technology for the most part is hoarded by two countries, and not very far in one-- the Venice-waterway one and the deteriorating LA-like one. The farthest they've got is small (somewhat crappy) networks limited to working within the cities, separately, and a weak phone system that extends also to the Victorian one. They have weak technology in weapons. Governments are hoarding any useful information so only the good stuff is used by private companies, but most don't use them because many abilities by people and the energies of the world it's set in make technology not too useful except for some communication and transportation. Guns are sometimes used, but they aren't too useful either.
What worries most people are the biological weapons rather than the 'spody ones or radioactive ones.
Oh, and religion has been turned into a private practice with people viewing it as almost just cult-like, in most of the cultures.

Fallacies, I'm not sure what you mean.

But wow, this is good for trying to straighten out info. XD

lol oh I see now, I thought you were putting that all into a single city and I was like "woah wtf that's gonna be complicated"
yush it is good for sorting stuff out.

a fallacy is hard to explain

but basically when you watcha movie or read a book you suspend your reality kind of right? and go along with the story provided it is written well enough that you can follow the characters and suspend belief to accept the story and stuff.

well a fallacy is very bad because it ruins that. Your audience wants to go with the story and wants to feel the setting as a real place and stuff, but sometimes there'll be something so unrealistic or so uncalled for that whoever is enjoying the story will go "that's entirely untrue, how stupid of the writer not to realize."

an example might be a world using swords and knives to fight, yet they have sky scrapers and airships and dress like they're from the 1600s and get around in horse carriages

if you can build airships and skyscrapers, chances are you can make very superior weapons to mediveal kinds and a superior thing to horses.
your reader will ask "well, why didn't the characters/people there just do____? It seems a hell of alot more logical"
that's a fallacy unless you take into consideration and explain specifically the lower technology or why they do what they do. Humans always have a reason for doing something that seems to make life less efficient.

Humans typically have a purpose behind anything they create or modify, and your reader will naturally try to figure out why your people do what they do. I bet you ask yourself why a character from a TV show does stuff when you watch right?

You just don't want somebody asking "why did the writer do that? crying "
