If I may make a suggestion? If they haven't posted in a week, then send them PMs that say "please reply within x amount of days." If they don't reply within the time limit (excluding good reasons like vacation), sending them a "warning" (or whatever you want to call it) and re-ask (curse my fleeting knowledge of words...) them to reply. For every PM they haven't replied to, they get another warning and after x amount of warnings they get kicked from the RP.
And in the initial PM you can ask them if they can at least get on every couple of days and post something in the OOC thread to show that they're not able to get on for a long enough time to RP but you'll still know that they're there.
