No it doesn't. Those "fillers" are just other cases they do when the laughing man or individual 11 case hits a temporary dead end.

First Gig?
The past, like, ten episodes have had absolutely nothing to do with the Laughing Man.
Episode 20 seems to lead right off from the episode with the place with the kids who were really good at hacking.
But yes, I agree it is amazing. Especially the animation and voice acting. Not something you see in every anime.
And I hear 2nd Gig is better.
