New sweet Surrounding passports. I couldn't tell exactly from the post in the party thread sooo.. Were they only handed out to a certain few? Or everyone at the party? Or everyone that helped out in the surrounding/at the battle? Nessy: Roma's post said to approach Virgo if you wanted one at the party. So I assume if you are at the party and say hi to Virgo you will receive a passport.
Otherwise you will have to get an RP with a Zodiac in order to get one in the future.
EDIT:: Roma provided me with a good thread they have here for this purpose as well.

Two questions regarding Dark Mirror Senshi~
Firstly, I know they trade in their phones for compact mirrors as their way of communicating. I just wanted to be 100% sure- do they still use their henshin pen to power up? Or do they do this in a different way now?
Akina: They still use henshin pens. They are just parallel pens now.
Second question- I know that in order to travel through a mirror they need to know exactly where it is/have been there before. If a mirror senshi were to bring a civilian through, could they travel to a mirror that the civilian knows of and can give exact details of/etc? Or would that not work at all?
Akina: The DMCer has to know! The power is connected to their power/brain so it has to be their knowledge of the mirror location.

1. Senshi cell phones can only be used when powered up, correct?
Correct.
2. If a Senshi is not given a cell phone in their RP'd awakening, should it be handwaved that the phone was received anyways? Or should they have to retrieve the cell phone from a guardian cat at another time?
This is the preference of the player. If no preference is given then you can assume that the phone was given at time of power-up. It is, however, fairly rare for a cat to be so remiss. Not even Derpraline is usually that deadbrained.
3. Are there any specific rules for uniform design as a powered character advances in stages? For instance, all Order-aligned Eternals must have the same type of buttwings? Are there similar rules for other Senshi stages? Knights? Negaverse? Dark Mirrors?
All Order senshi must have white, feathered buttwings. Corrupt senshi get batwings. DMC senshi get black, feathered buttwings. All of the stage information should be contained in their respective threads.
If no information exists assume that there will not be any constraints unless told otherwise at the time your art is completed. The artists are aware of what each stage must contain but most of it is left up to the customer.
4. While it has been said that Negaverse agents are physically stronger than a similar-ranked Senshi (i.e, Lieutenant is stronger than a Sailor Scout), how else do the two compare or differ? Do they have similar jumping heights and running speeds, or is one greater than the other?
Strength, both physical and magical, is the only place there is a discernable difference. Certain individuals may be slightly faster, slower, jump higher, etc depending on their particular specialization and areas of practice but there is no standard for these things. They all have the same general heights to jump, running speed, etc.
5. What is the proper way to say the names of different characters? For instance is it "Super Sailor Requiem, Dark Mirror Senshi of Burial" or "Dark Mirror Super Sailor Requiem, Senshi of Burial" or something else? Or "Alunite, Eternal Corrupted Senshi of Eclipses" or "Eternal Sailor Alunite, Corrupted Senshi of Eclipses" as his name is a mineral?
Both of your first examples are correct for each character.

Concerning the Chronos Knights and the Surrounding, are we able to go to the Surrounding any time we want or do we have to wait three weeks between each visit?
Or does this only apply to our specific Wonder, like Bifrost Page's? Say Bifrost goes to the Surrounding and then hops over to her Wonder, can she only not go to her Wonder for three weeks, but still go to the Surrounding for any and all duties she has?
Killing two birds with one stone here! The Surrounding and your personal wonder/planet visit are on separate timers as they are (for the most part) separate places. Chronos Knights luck out in that their wonder is at the Surrounding!
Please refer to the rules in the Deep Space forum as to how often someone of a certain power level can travel into space/the Surrounding.
Also, I was curious what happens if you try to corrupt a starseed that isn't in someone (like you took it from a chick and kept it?). Does it just go dark and eventually shatter if you use too much Chaos? Or does it turn into a youma?
If you just stuff it in your pocket odds are it will lose power over time. A youma is made when dark power is added to a star seed with little finesse or understanding of corruption, flooding the star seed and warping it into a monster. If a Captain or Lieutenant tried to solo corrupt anyone they would get a youma because they do not have the power or control to manage a corruption.

How are the roads in Destiny City? What with all the senshi, negas, knights, and youma running around, there's bound to be some property damage somewhere. Is it acceptable to assume that the inner city is often repaved/kept up whereas the outer skirts/slums are practically impassable for any sort of motorized vehicle to go through?
Boy that's an interesting question! I wouldn't say entirely impassable but it would be slow, rough going in any sort of vehicle that wasn't designed for off-roads. I'm sure garbage collection down there is really quite a fun, unusual process.
How are the "terrorists" regarded on average in Destiny City? Small businesses shut down, large corporations still going on, on whole (aside from GM-approved plots) are senshi/negas/knights seen more of a nuisance or an actual threat to public safety? Or are they regarded as a sort of large flashy gangwar complete with fireworks/illegal weapons/etc?
Public opinion varies like in all things. At this particular moment in the plot, with civilians having disappeared and reappeared, plus Painite's bit at City Hall, they are probably considered to be a threat. People are urged to not go out alone at night. Nationally, it's seen to be some kind of very weird youth gang uprising. Nobody's ever caught one to question them and find out what the hell is actually going on.
In order to get to their planet, I know a senshi needs to "tune in" and basically meditate to "hear" their planet. Is it possible to do this and actually hear it on a senshi's homeworld and hear it in a much louder/clearer "voice?"
Yes, very much so.
What's the limit on carrying items to a senshi homeplanet? How big/small/heavy can an item be in order to haul it around? Specifically thinking building tools here in order to try and "fix" mundane non-magical buildings up. What are the limits by power level?
The limits remain the same no matter your power level. Anything you take should be something you can carry. Imagine your basic-size box that you would use to move things in. Maybe a 4ft x 4 ft cube weighing no more than 100 lbs and that's how much you can feasibly take. Of course things can be longer or shorter or slightly wider or slimmer but the weight is something that should not be exceeded.
In order to return home, it's been established that a senshi dials home. How instant is this? Do they need to be in a meditative state to tune into Earth and go back? Or is it summon phone - dial - teleport back home?
Tuning in to Earth is not required but you would need to dial back and go home. It is probably a shorter process than meditating, tuning in, and going to your planet to begin with.

It was an aesthetic that Natsube liked and so she gave it to all of our awesome Eternal Senshi. She and I both are incredible Sailor Moon buffs having read all the manga and seen the entire series, plus most of the musicals! So while we were aware of how Naoko did it, this was the way to make everyone feel unique and special.
It could be argued that the reason only ESM had the buttwings was because she was the leader, the princess, and we didn't want anyone to feel like they were less than that. So everyone is brought up to her level!

What is the Dark Mirrors' general view of order-aligned guardian cats?
Akina: They recognize them as exceptionally important strategic figures who they would be desperate to win to the Dark Mirror. It would be highly frowned upon for a dark parallel to kill a cat. They are limited in nature, and though Ares can corrupt people, she cannot pinpoint who is an unawakened senshi without a guardian cat to tell her. It is the hope of the Court to win all the cats to the parallel side (though Ares would kill to have Zirconia back).

If a character has a tattoo in civilian form, does that tattoo remain in their powered form? Is the tattoo able to change shapes?
For example, Ricky has a tattoo of a cross on his bicep - would it be acceptable for the ink his tattoo to rearrange itself when powered to become a tattoo of the Chronos symbol (a sort of representation of his two faiths)?
Nessy: Like all things (scars, blemishes, etc) anything that is a part of you is a part of you when you are powered. However anyone that saw it on Troy would not recognize it as Ricky's tattoo.
Mouse: That would be a lot like your hair color spontaneously changing when you transform, which is not allowed! If Ricky wants his Chronos pride to show on his skin, he'll have to get a new tattoo.
For a descendant Knight to find their signet ring, if this were to be roleplayed instead of handwaved, would it be allowed for the ancestor to point the Knight into the right direction for the ring (or even give them the ring) or would they have to find the ring on their own?
Nessy: This is totally acceptable.
Mouse: Albeit a bit unorthodox -- new Pages are traditionally expected to find them on their own! However, you can handle it this way if you want.
The ancestors of a descendant Knight only appear at the Wonder, correct? And they appear as a sort of ghostly mentor?

If they are a ghostly mentor, are they in any way tangible (can they touch/be touched/make use of objects)? Are they semi-transparent? Can others see the ancestor?

Mouse: SUP SPY AND NESSY. Ancestral spirits can ONLY be seen by the Knight they are the ancestor of. Besides that, they are standard fare as far as apparitions go: they are intangible are usually semi-transparent to some degree. However, they can disappear and reappear at any point of their Wonder they choose (but cannot fly, unfortunately).
I am still unclear on how frequently the Chronos Knights can visit their Wonder. Is it that if they wish to go to their Wonder directly, by saying the passphrase, they must wait the time limit according to their power level, but if they wish to go to the Surrounding and then access their Wonder they can go whenever they wish? Or must they wait the time limit to access their Wonder no matter what, even if they are already in the Surrounding?
Mouse: In the interest of staying even with non-Chronos Knights, the standard time limit applies when specifically visiting their Wonder. You should not be able to access your Wonder more often than other Knights can. Assume that it's magically closed off from the outside, your character gets a strong compulsion that they shouldn't be idling around their wonder if they get too close, etc.

What is the absolute best a corrupted senshi can get at energy gathering, with a lot of practice ? What's the 'average' ?
Do corrupted senshi who were converted (IE, Alkaid, Lyra) still henshin with their henshin pens and catchphase ? I was told a long time ago that Alunite would pretty much power up like a nega does, but I'd love so have an official public okay on this, in case the other corrupteds need the info.
I will poke Orestae this way when I see her next. She's away at the moment on vacation so consider this a pretty pink placeholder~ <3

Here's a question that just randomly popped into my head!
White-moon team captains can get an item/weapon to signify their captaincy. If a corrupt senshi formed a team within the negaverse, would they gain a captain/leader item as well (or are they just too cool already for perks)?
Nessy: As corrupt senshi have no perceived rank in the Negaverse unless they Ascend, the answer is no. By the time they have a real rank they really are too cool for that sort of perk.

Would it be possible to get something like a time-line with a short blurb about past meta-events?
A lot of people probably already know what's happened in shop cannon, but for people who are just joining ITNOTM, it's a bit confusing. People toss around terms like Barren Pines, Elysion and Tartaros and I'm assuming these are past metas? And then there's Zodiac Court and Princesses and DMC and...yeah, a time-line or something along the lines of a thread w/ important meta information would really be appreciated! ;v;
Nessy: I can try my very best to do this as soon as I have the spare time for it. I can't guarantee that the times will be accurate (like this happened in March 2009 this happened in July 2010 etc) but the sequence of events will be accurate.

Customs question!
If we're willing to pay the same price as a powered stage [1 mill], would it be possible to use a "powered pose" for civ art? I haven't really been able to find any guidelines on that. I know part of what we're paying for is effort.
I'm looking at the templates, and some of the powered templates would look great for older characters, whereas the male/female civ options are awkward for the type I have in mind [in their 30's, physically fit, etc].
If not, I understand, but I figured it wouldn't hurt to ask!
Nessy: As of right now the answer is no. The civs are all supposed to be on those lines just so that powered characters and civilian characters do not get confused with each other. Depending on what you have the civilian in, this could happen pretty easily in some cases.

From the cat faction information: "With the agreement of all parties, if your cat serves a team they may be able to sense where any of their team is at any given time with concentration."
Does the cat need to have known the senshi in their past life to do this, or is it cool for any senshi who joins their team? What about knights who are on the team? Or is their energy too different?
Oh, and does this clause mean only when the team member is powered up, or civilian too? I assumed not civilian, but the way it's worded I thought I'd double-check. smile

Nessy: This is applicable for the present life only actually! Cats do not have past-life memories unless they have gone to that particular senshi's planet and gotten memories of being there so they would have no idea who past-life team members were otherwise.
Right now this only applies to senshi and is only for power-up. I will talk with my fellow GMs about knights and see how it pans out from there.
EDIT: Cool, thanks Nessy. Is it still okay for my cat to feel recognition/connection to certain senshi - no memories, just maybe knowing their name? Or am I doing it wrong? I thought I remembered reading that cats only get memories from one senshi's homeworld, not their entire team. (Though now I can't find where I read it. sweatdrop )
Is there maybe someone I can talk to about cat mechanics, instead of spamming you here?
Nessy: Feel free to send me a PM or you can request my IM through PM as well if that suits you. Cats generally recognize a senshi as soon as they are transformed; this is a part of their power to identify the senshi to themselves upon first powering up.
It's considered good etiquette to ask the player of the senshi before using this recognition, however.
Those feelings of attachment are quite alright. Some cats just like certain senshi! Derp has always been rather partial towards Rosalind and Taranis.

Just wondering if constellation names for senshi were off limits? I asked a few people I know and they all seem to have a different opinion. Nessy: If it's not on our banned list in the quester's guide please feel free to use it.
There are certain Eastern/Chinese constellations that are part of that zodiac that we have off-limits because they only exist and that culture and nowhere else. But we have several constellation senshi such as Sailor Draco, Sailor Serpentarius, and Sailor Orion. There are even a few nebular senshi such as Lyra and Andromeda that contain many stars inside of them as well.
