Cyrus sighed. "The war's lasted as long as anyone can remember. The Crusades were part of it, and the Sages had hardly even organized by that point and they were already yanking the Pope around."
He took another drink of milk, and while filling his glass again, asked, "You don't really expect me to try to ally with those ********, do you?" He stared Joe in the eye. "It would be. Catastrophic. Samusenko has warned that he'll out the Council and lead a witch hunt if alliance systems start forming."

Joe groaned. "This Council s**t is way too much to take in at once. There's got to be a way to make some kind of end to this war without everyone getting killed. They're fighting over a leyline, right?"

"Yup. And all they're really doing with the leyline is fueling larger-scale attacks on each other," Cyrus replied. "It's better if neither of them has it. God only knows what they'd do with it, and He's been missing for a millennium or four."

Joe cocked his head. "Well, admittedly, I don't know a lot, but...what if someone else had the leyline? Like, the Council itself? Wouldn't that stop the fighting?"

"The Council isn't really a formal body. It's more like a place where representatives of the major players argue and threaten." Rose replied after a moment of thought. "And who on the Council would you give it to? The demon overlords would never be considered; they have neither the influence nor the soundness of judgment to get the 'line. The Dreamshell and They Who Walk Between don't have a strong presence in this Tier. If either Hunter group was considered, Legion's bloc would fight it. If the Vampires, Werewolves, or the Cabal were considered, the Hunters would fight it. Maskers, Ghosters, Illuminati, Necroguild, cyNet3... none of them would be trusted by the others. Same for Tyrg and the Hive.
"Nobody wants Abaddon to control a leyline, and giving it to the Angels would outrage the demons as well as the Cabal and its allies. The Druids might be considered, but nobody is really sure what they want or what they'd do. They'd probably use it to grow a giant tree, which would be overly conspicuous. That leaves the Mundane Humans, who haven't been able to infiltrate the Sage-saturated Palestinians or the Djinn-dominated Israeli government.

Joe sighed. "Damn it. It seemed like a good idea to me. Well, we could always suggest alternate weekends." He smiled sheepishly. "This Council stuff is mind-boggling. There's got to be an easy way to understand..."

"Idea," Rose said abruptly. She walked through a door and came back with a pen and paper. She drew out a quick set of numbers, circling various groups.

The elevator remained stationary; evidently, he hadn't hit a floor button, just the close door button, and nobody was using the elevator at present.

"Anything that goes wrong can be solved with gratuitous quantities of blood," the vampire replied. His "doctor" credentials seemed to be disappearing by the second. "Just, well... it'll be like healing a human, if you've done that." He shrugged. "I doubt a non-mage like me is much help for that, but good luck."

The group made comfortable small talk for an hour. Joe felt slightly more educated about the Council. "OK. Well, when do we get out of here? Jacob and I have more missions to go on. Not to mention that I'm rather uncomfortable being surrounded by enemies I know almost nothing about."

Rose nodded and walked over to Joe. She ran her hand through his hair and mussed it up while Cyrus did the same to Jacob. "Have a nice trip. Stay safe. Don't mention magic until you're out of the city.
