*sigh* Hakki-chiisai(my pet name for Hakuryu) is the reincarnation of Gojun. As for how Hakkai and Hakki-chiisai met.......unknown. I like to stick with facts.

He is the reincarnation, and there is no cho family line since the name was given to him when he became a full demon and Sanzo took him in to the three floating heads where they gave him a new life.
There hasn't been any back story yet on how they did meet though in the book or anime yet. There may or may not be one.
I'm pretty sure that Hakkai just found him lying some where when he was near death then took care of him and nursed him back to health.

Cho was his original name...it was the Hakkai part that changed from Gonou. But the fact still stands that he was brought up in an orphanage, so it is likely that there's no "family line" to follow. They didn't go into why they'd be attached now, but Hakuryu and Hakkai's previous incarnations are at least shown interacting with each other in the Gaiden-esque episodes. Hakuryu before he was Hakuryu (forgive me, it's literally been years since I saw the episode I'm trying to reference, names are escaping me >.<) didn't seem terribly friendly with anyone, which leads me to believe that there's probably some sort of debt or something that he's trying to fulfill in this reincarnation. Purely speculation though.

I think the author wanted a way for to travel around that was convient and different, and get a mascot charater at the same time. I doubt she put very much thought into him (of course, I've only read thru Saiyuki Reload vol. cool dramallama
