Btw, for those who don't follow the rules. Will they be warned? And, once they are warned, and they still don't listen will they be banned? Just curious. :3

I hate being harsh, but there SHOULD be a warning if you disobey the rules, at first. [But I really hate spamming...ㄱ_ㄱ]
If you continue to break the rules, that'll lead to another [more serious] warning, or bann-ation. xDDD
But there are some violations that can lead you to automatic banning.
