Well Circulation is what the card rarity is the like First Edition, Limited Edition, or sometimes nothing at all (the "Card Rarity" option is for how the card looks). For uploading an image, it's just like uploading for an image hoster. If you don't know how to do that, save the picture art of your card from the internet, or where ever, onto your computer (most people choose .GIF or .JPEG). Then click "Upload" on the card maker, search for the saved image, and click "OK".

NEW CARD!
 Card Text When this card is successfully Normal Summoned, place 3 Spell Counters on it (max 3). Only one “Wiz Kid” can exist on your side of the field at a time. When the effect of a card that targets a face-up Spellcaster-type monster on your side of the field activates, you can remove 1 Spell Counter from this card to negate and destroy that card. When a Spell Counter is removed from this card by this effect, place 1 Spell Counter on another card on your side of the field.
