I know that the tour with S.K.I.N. is supposed to kick off on the west coast but if I'm not mistaken he will then be touring up and down the east coast and make a couple of stops in Canada.

I hope S.K.I.N. stops by in NJ, or atleast NYC (I don't see why they wouldnt).
I'm SO dying to see Gackt too. crying
I hear a lot of J-Rock artists go to Canada, so I'd be surprised if they didn't.
