Assalamu Alaikum,

Iran is a majority Sh'ia country. The "Islamic" state is actually a Shi'a theocracy
Shi'ism allows for Mut'ah - temporary marriage - as a part of their religion.
Therefore it is no surprise that they would allow it.

However, it is not permissible in true Islam.
