Reading music is not a prerequisite for the concert choir at my university. It helps, but it's not required. People tend to pick it up as time goes on though. In order to be in the chamber choir, yes, reading music is mandatory, as are solid sight-reading skills.

Part of our class, and our grade is music theory. Which, honestly, I don't mind much. I would take a class if we had one.

Every block day we have a solfege (Sp? -_-) worksheet, or some new msuic theory thing.
for a few years the choirs didn't get tested but to get any funding even the little bit we do get we have to test a certain level in music theory, (besides where did you think all those straight 1's at fest. came from? There is a sight reading portion at festival)
