....why can't the government just shut it off the internet and protect the people who don't know?
The Internet is not owned by anyone or anything. There are a few billion people in the world. You actually expect just our little democracy to be able to block them all off? Shutting down worldwide Internet will probably make a huge block in media and data transmission, and it would be an extremely tedious task to track down every single scammer/spammer.
