See, with the whole reincarnation thing and all with all the people, I think the rest of the Avatar world was retarded. Seriously, Katara was the only smart one. I mean comeon, they said it themselves: if the Avatar dies, then he is reincarnate into the next cycle or what not. Even if the Avatar was killed, he would have been reincarnated into the next element. Shoot, Zhao said so himslef in the Blue Spirit! See, this was something they should have thought about. If the Avatar was supposedly never reborn, um wouldn't someone have the brains to think "Gee, maybe the Avatar is still alive." Sure, they probably would have never found him, but come on! That should have been some sign. If it was recreated into the Water tribe, and they kiled him, then it would move on to Earth. And if they killed the earth, then it would move on to Fire. Now would the Fire Nation kill their own kind, I wouldn't put it past them, but they probably could have used the Avatar's mastering of all four elements and used it to their advantage. Hey, if the Ba Seng Sei people can brainwash, then so should the Fire Nation.
