there are amny factors that determine whether a band is "good" or not. everything is directly linked into everything else, and if something's off, then you have to re-balance. it takes a good relationship with the director, a passion (even a slight one) for playing the music, dedication on behalf of the musicians, the pieces selected, even the ratio of musicians from section to section. it's jsut all a number of constantly-changing factors, and efter that's done, the personal opinion of who's making the judgement. there really isn't a true answer other than there is no answer, that it's all factors and opinions.

Well if you consider High schoolers are nice they can be. Here in West High Bakersfield we are a pretty awesome to hang out with considering that its the marching band. The people I hang out with are band geeks and they are sooo getting out in the world its amazing like some of my friends that are going to Thailand for some biological research...what my point is if there geeky in band then they are most likely gonna be geeky and usually very nice in life.

Our band would be good, but we have a lot of people who don't try, and therefore at adjudication we are judged way lower than we can be.

It depends. The ones that are really talented and really love what they do are really good. The ones that don't care suck.
Plus, experience factors in. A lot of factors are involved in your particular inquiry.

Highschoolers think they're the best until they get to college and find out they've only just begun.

Depends on their personality, and how many other people (pros mainly) they've heard playing the same instrument they play. I tend to see myself as pretty good for someone who's taught themself bassoon until recently (I got a tutor), but putting that aside I'm only so-so.
There are some extremely talented people in high school though. Last year, my band had two awesome saxophonists and one heckuva trumpet player. All of them graduated, but we've got a few people just as good as them coming in from the junior highs.
