I think its because of his terrible child hood almost all children love cookies he never got a chance to so hes making up for lost time

Well, the real answer is here and it was my two other friends who started it and soon it spread to other people in deviantart.
It all date back in December 2004. You all should know Isis-Amataeru in Deviantart(DA). She and JeraldineSchreiber started doing an RPG whenever they submit a drawing in DA how Gaara will obey whenever there is a cookie for him. Since both of my friends love chocalate chips cookie, they did Gaara liking it too. They asked me to play along as well and so, all of the drawing I submitted will have an RPG comment.
And so, we played along, all three of us and soon, people started to play along with it like Shiwase-san in DA started to draw Gaara being obedient when there's a cookie for him and then Dark-Sahdow, and then she requested some art trade and she got kiribans for other artist in DA too. It spread throughout DA like wild fire and soon, all the funny comics about Gaara will normally have Gaara obsessed with cookies.
Now you got it. It's not a make up story. It's true. You can visit them in Deviantart. So, Gaara in real don't like chocalate chips cookie. It's just something my friends made up for him to be cute.
Well, like all of you here have said, who don't like chocalate cookies.

i dont no ive been wondering that to mabye the first person made a spoof and then more people made gaara with cookies and then he became obsessed with cookies but i thinks its adorible gaara and cookies there alway chocolate chip 2 has any one else noticed that

It took me a while to figure that out. Damn you people, making Gaara-sama seem all perverted. xd He's so much sexier as a psychopath. heart I agree 3nodding whee

I have absolutely no idea why they decided to pair Gaara up with cookies.
But you have to admit..that the two actually go hand in hand!
