Yeah, Kuze didn't seem to have any intentions then, but maybe he changed his mind. All of this is speculation. I just thought it would make a decent topic. Something interesting everyone could chat about. I mean, we all want to know what happens in SSS, right?

The major has her own reason for many things she does mostly on her own. I wonder.... Being the result of her now looking like her "Net" form. Is it possible that the Major could in face be the Puppeteer because of her becoming more in touch with her ghost. Which would explain her look but, also would connect to her abilities because in turn she is more connected to the net. I don't know if any of that made sense. I'd say the major my very well have her hand in both parties SSS and possibly defending Section 9 in leading them in a goose chaise?
