You can usually find different colored in-out dyes at costumes/party market type stores. I'd also look into theatrical eyebrow pencils and other eye make-up. (I was working in this same type of problem myself not so long ago.)

One of my friends gave me a solid foundation stick (its like... lip-stick-esq) and i recently (like two minutes ago) tried putting it on my eyebrows to cover them and then using eyeliner to make them a different color. And my eyebrows are, in fact, a mettalic blue now, so that works. And you can probably get it to match your skin tone, so that if you get some on you its no biggie.

for my kabuki costume i have a blue wig... i brought blue lash mascara and it works wonders http://images.cosplay.com/showphoto.php?photo=553953it's not like BRIGHT blue, it looks natural... and if you cant find mascara on that colour, you can use eye pencils too!! my manjimaru costume has a purple wig, so i used a bright purple eye-liner pencil for colour and shape http://images.cosplay.com/showphoto.php?photo=270420my friends have also used clown makeup too!! but instead of covering, it paints, so be careful with it or it will look too fake...

I personally had the same problem with a green wig, and with my brown hair, it posed a problem. The solution however is really simple. Go get an aerosal can of temporary hair coloring in the color desired. take a thin peice of cardboard (Like the side of a cereal box) and cut out a section in the shape of your eyebrow (It can be smaller than your eyebrow, but not bigger) Have a friend put the cardboard up to your eyebrow, and use is as a stencil for the spray. Then flip it over and do it for the other brow. Ten minutes or so after you spray them, use an eyebrow comb to seperate the hairs, so they don't look clumped and gross. xd
It's super cheap, and looks fine when you do it. heart

Well... Maybe you can use the party spary for hair. You know all the stuff cheap people buy for halloween XD I know they have white *stalked spencers for it* So they may have it a party stores in general, and all you proably have to do is just cover ur eyes scince it can be wiped off youe forehead with a wet towel.
The cans are like 2 sumthing, but you can use the Extra to tag people with... *Dont ask*

you could cover them up with concealer and draw them on with a navy or blue eye pencil (they make these jumbo ones that are pretty great)...i did that for a friend once and you couldnt tell they werent real

so many good ideas, but which one is da best XD i want to do ed from FMA for anime LA, but i have dark eyebrows, and i think i already have the wig.. and i am trying to come up with a good solution for making my eyebrows blond.... XD its gonnna be hard which is one thing i know...

dude, all i can tell you is...don't dye them =] like suggested a eyeliner pencil is a pretty good idea. i'd do that. all i can think of is using spray hair color. only problem is it comes out very easily. probably have to apply it every hour or so. and its very messy, sadly. =/
