SHIONxxxxxMORI In the midst of Toso's response, Shion would enter the room where the Kages sat. Wait... was it Shion? No, it couldn't be. This woman was clad in a neatly ironed, blue button up shirt neatly tucked into an equally cared for formal skirt. And those shoes... I mean, Shion wore a ratty pare of sneakers, not the well-kept loafers this woman had on. And that hair, sure it was the same brownish red, but Shion kept hers haphazardly thrown into a ponytail, not neatly pinned up in a bun. And... was she wearing make up? Oh, this certainly couldn't be Shion. This mystery woman took her place byToso's side, standing just behind him and waited for the Squidkage to finish his piece before leaning in and whispering. "My apologies, sir. I was... held up with things." That voice... oh my god it's Shion. Sound the alarms, the final seal as been broken. We are in the end times.
Even the eternal smile of the ever smiling Kagerou was broken into a wide-eyed gape within moments of Shion entering the room. She had recognized the woman instantly, and she didn't fool herself with any self-doubts. That much could be said in Kagerou's favor, at least, as she quickly accepted and just as quickly became shocked at this new version of Shion.
Why, if they weren't in the middle of formal proceedings, Kagerou would have gone right on over and given her a handy compliment or two, maybe have some fun with teasing her, fishing for a punch to the face to have a good laugh about. Although, of course, these were all the extremes of what Kagerou's playful side would have gone and done. Hard to say if, even if they weren't in the middle of a meeting, Kagerou would have done any of it.
Her gape was rude to begin with, but at least it was short and sweet. Literally opened and then closed before anyone could complain about it. Kagerou gave an appreciative nod at the transformed Shion, one that she expected to have ignored or treated with extreme suspicion because that was all Kagerou was to Shion, and returned her attention to the conversation she had never truly stopped paying attention to.
Shion dressed so neatly was amazing. However, Kagerou was concerned that she had arrived late. Perhaps it was just because she had taken so long to get ready? Among all these elites in such a tense situation, it would be difficult to explain if she was caught casting a technique, even if it had just been a sensory technique. She could step out, but how would that look? And what if she missed something?
Perhaps her hubris would be her downfall, but Kagerou decided to trust her skills. Using Kameyo as an excuse, Kagerou reached out and tugged her sleeve. She leaned over to whisper discreetly, "Kameyo, lend me your ear for a bit." Though, what she really wanted was Kameyo's arms and clothes. Her hand, hidden by the body part and fabric, would make some seemingly harmless motions. It would just look like she was rubbing the sleeve while talking to Kameyo.
A sensory field was cast about, and considering the VIPs present along with the low population density of these islands, Kagerou decided to hold nothing back [Kagura Mind's Eyes - S - 12km + 30']. Kagerou's face was actually recognizable! It was hard to forget someone when the borrowed headband practically held its owner's reflection. Her greeting is replied with a slow, thoughtful tilt of the head. A smile too.
Lahlil was seeming to have quite the little handle on her manner of speech. Whatever words Sadayo was feeling she could have said, perhaps, her ranked superior was saying them better.
Sadayo's course into the crucial 'loop' of information concerning her peers was truly one journey emerging as an unending dazzle after another. Sometimes, the woman of shady dealings couldn't help but feel beneath her significant title when it came to the knowledge missing from her supply. Lies debunked into truth were the most juicy of secrets rivaling only to the satisfaction from weaving missing information together. Rather than feeling some hollowing feeling of remorse to leave her hanging her head in an earnest defeat a very different, unsettling sensation was gnawing at her. This immense allegation of Masato's damning behavior came as new information. New information she bit her tongue over until someone could confirm or even deny whatever crazy dealings had happened to the Storm.
Truth or not, the topic was not an easy start to the conversation and it left Sadayo feeling the weight pressing against one of their village's most compelling resources of strength and ability.
Even in light of the Arashikage clearing up the confusion about the nature of his request a restless flurry of emotion was still testing the puppeteer. All traces of concerns had to be smothered and reduced to subtle, seemingly normal gestures: her hand to go to her brow to soothe a fake itch; looking out to the side at nothing, and avoiding even the shortest stretch of eye contact. The Arashikage's appeal for information was becoming more personal than the Special Operations Director would have preferred. However broken, faded imagery in her mind's eye came in hand with the majorly conflicted restless whirl: unwanted, highly illogical doubt about the Shadow of the Storm who probably required years to learn to read; tormenting thoughts about her commitment to secrecy, intelligence, and dismal worries about Masato and his daughter.
Masato's daughter, specifically, is just a small little thing with wide bright eyes viewing the world in an ignorant splendor. Her whole life's goal right now was just to wrap up her second year and certainly not securing the demise of a neighboring village! She's barely able to babble more than a few coherent words at a time and happily coddled by a household of caring people who are much unlike her own father (that is, in terms of power). There stood no promise this little one would grow into a powerful blessing or a rebellious menace unless all Uchiha were slated for the worst with bad reputations. At least Masato was enough proof that an Uchiha could still stand with good reputations. Why, if he were really all bad, Sadayo would have been the first to dissolve their apparent connection from the get-go.
Some of the stronger thoughts trying to eat away at the woman's silence was the whim that the Arashikage was wrong to want information on an infant when he was as right to ask as anyone looking to avoid crisis. But the chance of satisfaction to find fate giving the Arashikage nothing to worry about was almost enough to let all the little details slide. The little Umechika to grow up as as plain as her Mother (almost sounds like a playwright's summary for a sob story).
Nothing was set in stone! Knowing nothing and not able to confirm anything. It's too soon to tell the world the story of one little baby!
The expression on her face was looking less unbiased about the topic by now. All the little ideas in her head, the good and the bad, were at a game of tug of war about how she was supposed to answer. WIth the bother of spilling secrets poking at her Sadayo didn't bother to offer an introduction or even polite interjection. "While widely unknown we are treating her abilities to be similar to Masato's. No current confirmation of any doujutsu. Her whereabouts are also unknown. Sources reveal that Moriko appears to hold little interest in aligning herself with a Hidden village. To our knowledge, Masato supremely out classes her in an assessment of power. She is currently not considered a threat." That fraction of the report wasn't too hard to give. Sadayo began to relay the second half. "With chance mention of his father and all attempts to pry any information concern him out as apparent failures. We had no choice to come to the conclusion to determine him as missing until Masato can provide confirmation of his physical appearance or whether or not he's dead. Consequently, no reports find him to be a threat. " Her next continuous spill of information began with a hand gesture of holding up one finger. "Masato had one brother and said brother has been henceforth to be confirmed as deceased." As her hand retried back under her cape, Sadayo put the faces of each ally to the Arashikage under review one by one to ingrain their faces in her memory before bringing her attention back to the kage himself. One should one ally come to betray her. "I am providing very valuable information, Lord Hojo, and before I go further I'd like Lahlil's input. A trade off, if you will, if she has anything she'd like to know?"
In the end, regrettably, the topic was all still very personal.

Soft metal sounds were made as a white cloaked figure approached the Konoha side of the group, flashing an invitation to the guards with a golden clawed hand. Why was Sonyo so late? Well, nerves had been a part. This was the first time she was appearing in public as her alter ego, before this she had just roamed the small halls of the currently very humble OASIS base of operations. Secondly, it was getting to the damn island, in this heat, in all these damn clothes. Why had she not thought about the heat when she made this outfit? She had spent years in the desert and should have known better.
Once given the go ahead, Sonyo made her way to sit a bit away from the group to observe, staying quiet for the time being. Even without extensively searching, she became aware of a few details about the group. Toso was just as odd as the rumors she had heard from Kagerou, Kagerou was here, there was two jinchuriki pressent, and... Sonyo internalized her shock as she stared at the goddamn emperor. What the hell had she gotten herself in to?! But she had to be here, if she had any hopes for OASIS’s future as a neutral party and relief effort. Her silence outwardly would seem mysterious instead of terrified.

Sonyo avoided looking towards Kagerou, in fear she would oust both of them, but more than anything she wanted her friend’s calming presence. Unlike the Uchiha, Sonyo had never been a formal part of any inter-village relations, she was NOT a political person. Ayame had known that, so Sonyo had never seen a kage summit or diplomatic meeting in her life. She felt like her nerves were on fire. Her golden clawed hands were tightly clasped in front of her, her eyes watching Lahlil and Toso, keeping her mouth shut. She would not speak yet.
The arrival of 'Shion' left the man speechless. That speechlessness channeled itself into his later behavior in regards to Sadayo's commentary. Toso would thusly address Ms.Soga. "Oh? Are you now? Beg pardon bloop, but I've not even heard a name." The Arashikage's head would crick to the sideway. A sort of coyly if not smug display of body language, but his expression being unflinching as it was, it was hard to tell if he really was being smug or if he simply had a crick in his neck. That said, what could be almost akin to the snap of a rubber band before his head returned to its normal position. "I did not request hearsay, I requested substantiated documentation. What is considered a 'threat' is of course subjective to personal interest. What you may not consider a threat we may. What strikes curious is you're currently dismissing that the Umechika family is any sort of a threat yet you call this information valuable? Unless there was something inherently consequential what value is there? If this was an attempt at trying to curb my curiosity in regards to the family you've only piqued it further bloop." No nonsense. Toso didn't want the words, he wanted the papers. As much as he was one to yield to emotional appeals he would have to remain stern and decisive here. Toso having gleaned this of perception and the woman's demeanor alone.

For some it would cause uneasiness most likely but for those like Shion, kameyo, and Kagerou it was just Toso's freaky limbs doing their freaky thing again. "That said I was hoping I would have seen them introduce themselves but I should rightly enlighten the table. They're welcome to correct me." Still all the preparation in the world couldn't shake the feeling that giving up information on his 'entire' family would be potentially damming to an innocent little girl who was scarcely out of her infancy. Waiting until Sadayo finished Lahlil quickly moved in to cover any up any familiarity with the subject. Lahlil did not shy away from the eldritch appendages but rather would hope to use them in a ill understood attempt at friendship. This is only useable up to the users self ranked korabo level and each genjutsu is still treated as separate when interacting with kai. Any upkeeps are also increased to reflect this change.

Byakko watched his favorite Kage rival the power of this opposing kage. He disliked that she so readily gave him the information he asked for, especially because he did not trust the man with an inch of his life. For one thing, the tentacle sight show was a display of chakra, and demonic power at that. His sensory power was ringing alarms at the sight and at the sensed evil within them. For another, the man brought with him more people than Lalhil did, and two of the forces were those outside of his domain. This meant that this was much more a political flex of dominance than it was a negotiation of good faith. Finally, he did not trust the way the man spoke. Every single word he said felt like there was a lurking meaning, like a tiger waiting to pounce. As a tiger he knew the feeling well, but he often was not the prey in the analogy. Still, even now he wasn't the allegorical prey; Lalhil was. It was for this reason that Kazuto did not strike the papers out of the man's hand, no matter how many guards or how much of his power he flaunted. Plus, to do so would have required way too much energy.
The tiger, meanwhile, roared in defiance over the hearings. He felt the same trepidation that Kazuto did, but was not about to stand idly as it went. Of course Kazuto understood his tiger half's dialogue, and wished that he used less profanity, but since no one else did, he smiled and patted the animal's head. "Sorry about that. Captain Snugglepuss hates it when he's also not formally introduced." He said with a charming smile. The tiger twisted his neck to snarl venomously at his human half. Still, the break up in the tension did allow Byakko a moment of opportunity when it came to speaking. "So now that you have information on our dangerous occasional rogue, do you wish to give us knowledge on yours? After all, Belamos Karna was an official citizen of Arashigakure's, was he not?" He asked civilly. Byakko knew very well the man who claimed to be of divine inheritance. He met him once in the land of lightning. And like Masato, Byakko was also aware of Belamos' influence in the rouge organization known as Kogarashi. He personally executed hundreds of the Belamo loyalist, as they opposed his claim to religious power in Giman. While he was going to remain silent for the rest of the day, he did want to give Lalhil everything he could. After all, he owed it to her to do so.
Selina almost spoke out against the smoking man when Toso took control of the situation. She smiled as she felt the protection of her kage guiding this ordeal. This whole situation set so much tension within her, but her leader was doing his part to show confidence and power. While she wished that Toso did not show his tentacles, she knew that was just who he was, and after venturing into his mind literally a few times, she knew that it was all for the sake of truly helping people understand the truth. When she was introduced she did a polite bow to Lalhil, who provided the information on Masato. While it was not her job as part of Arashi's council, she would like as a leading officer of the APD to have a chance to read through his file. After all, as Toso said Arashi may one day have to deal with the threat of Masato or this sister again.
When the man brought up Belamos, Selina felt her heart become tangled. While she understood that Belamos was not truly a villager, he always tried to do his best for the people of Arashi. He was at one time an adviser to the kages, and when she was a girl she used to have a crush on the man. Not a full blown thing, but just a cute, high school daydream. Now that she was an official of the village, however, she could not afford such daydreams. Likewise, since her position was solely to monitor affairs with social and work settings, she was not the one to answer questions about those of political intrigue. It was for that reason she knew that either Shiro, the last Raikage to reign before the expansion to Arashigakure, would discuss Belamos since he knew of Belamos during the fight against the UHV, or Kameyo would, since she was really smart and could handle things which made Selina nervous. Or maybe even Toso would handle it, since she trusted him to make sure this all went right.
Well this certainly was a lively little meeting. Subordinates speaking in turn for leaders, it was a breath of fresh air for the man. From the normal advisors, ministers and elders he normally had to deal with. When he was introduced the man would rise from his seat and give a polite bow, something rarely done, before taking his seat once more. The displays by the two caused a small sigh to elicit from the man. Displays of power and ability did not make negotiations easier, it simply made them tense, as it was now. Well, all except for himself. He had played this game for far too long with admittedly more dangerous enemies.
When the information was transferred he nodded and tilted his head to the side just a bit when information regarding Belamos was requested. Raising his hand to Toso he indicated that "he had this" before rising to his feet and shifting his stance to a relaxed one. However he did not address either Kage directly first. Instead he addressed the smoking man Identified as Byakko first."These meetings are why I started smoking, and now I am truly regretting quitting if this keeps up." Giving a small chuckle he turned his eyes like a hawk to the Hokage identified as Lahlil,"Belamos was a close friend of mine. But I make no mistakes as to what he is. Contrary to popular belief and his own ego he is no more a god than you or I am. He is nothing more and nothing less than an extremely skilled and experienced shinobi. No more or less dangerous than anyone in this room. I have no files on him, on my person, but I can have such sent to whoever would like them. I gave him a bit of lands as thanks for his services in the war. While his lands were formerly my own, It is under no political or military protection but its own. Like your Lady Soga, I will give no specifics on his family as I do not believe in involving a mans family in his external affairs. Sins of the father are not sins of the family. The file will have everything you need to know. Anything beyond that I can provide you later after the meeting as I said."
Taking a deep breath he relaxed a bit. Pinching his nose he began,"Indulge an old man." Reaching behind him, his assistant handed him a set of three sealed scrolls. Setting them onto the table he continued,"Nineteen years. I've given nineteen years of my life to politics and war. It's probably not wrong to say there is just as much blood on my hands as Horatio's during the war. I am not proud of it, but this is reality. Reality is also that we cannot allow this to continue. I want to see a generation without war. The people we lead deserve that at the very least." Nodding to the scrolls he continued,"The three before you are three treaties I would like you two to sign. The first is a mutual agreement to share bingo books, and to jointly put down rogues and traitors. We cannot allow another Kogarashi Incident. Independents are obviously to not be counted among those rogues. The second, is an economic pact that our respective economic advisors can iron the details out for. War is caused by greed, and desperation more often than not, by freely and fairly trading what we need with each other we can control the former and hopefully unilaterally eliminate the latter. Lady Hokage, with the recent recapture of the land of fire. I would like to offer you control of the eastern half of what was the land of hotsprings. Its an economically rich area that will give you access to the Haran bay, a major trade area as I am sure you know. These lands can help your growing states economic needs."
Brushing his hair back he nodded,"That third one is the one that I expect much debate will be needed to convince you two, but the third way to prevent conflicts between each other is to ensure the status quo. A defensive alliance of each party with each party. If any attacks the other, the remaining two will overwhelm and destroy the attacker. No cause you can give for war is worth the complete destruction of ones nation." Having finished he let out a heavy sigh and took a seat folding one leg over the other as he waited.

A slow clap resounded from the air behind Lahlil, almost imperceptible at first and then it grew until it was as clear and dry as his intention. He shifted in his seat and crossed his legs, eyes narrowed at one Chosokabe Shiro. Daimyo of Lightning, lain out among them all. All the key pieces were in place, like so many times over the years. Peacocks strutted and sang, nation-for-nation, village-for-village, the same ploys years in wait. It never stopped, it never changed, only the factors that precipitated it had.
"Tosokurui, please, never change." He said with a genuine smile, though it quickly soured. "Though..."
"Suna, Kiri, Kumo, and Konoha had much the same pact you raise now. And the goals always changed. Kiri saw that Konoha not rousing to their command immediately when the Sero was first attacked, despite Kyuubi's first attempted summoning by the UHV in our own home, was an act of attrition. Konoha would send aid, regardless of our own injuries. We offered further aid but were rebuked. When we needed aid, only the Sand offered. When the UHV then forced Kyuubi free a second time and we called for aid, Kumo outright refused our call, as did Kiri. The Sand answered, late, but with forces to restore us in restoration after we sealed the beast in my successor." Masahiro adjusted the front of his longvest and withdrew a timeworn Sunagakure and Konohagakure Headband, woven together at the bands.
"Still, we tried on for peace, the UHV assaults continued, and even with a common foe, we couldn't find peace between us. I was an envoy for the Leaf in Sunagakure when the UHV attacked and utterly failed to breach them. The first time all the villages took the field together, and when we saw just how fractured we really were, every village fought by their individual strengths, and by them caught one another in the crossfire. The weight of the wars and the childish illusion of peace tugged at him.
It was a goal Masahiro wanted to see achieved, but it was one he knew that paper and words alone couldn't achieve. The people had suffered loss and displacement in the name of power and pride, a woman with a singular goal and her followers took both nations to task, and yet it all came to such airs at the table. The people were the ones that sat in the middle, that suffered and decided whether this paper was anything more than ink and rot.
"At the end of the day, we all still made our choices, on and off of that battlefield. Jack cast far-ranging Illusions that affected friend or foe, but not his villagers. Suna wantonly threw broken vessels where they fell, with no mind to allies. Konoha loosed a young Jinchuurikii onto the field to test her mettle. Kumo sent swords in the night and were gone before the battle concluded. When it came to a head, we all stood apart. We all failed that test. And at each summit since then, we beat our chests and proclaimed our place in it all, or who is due to what favours or 'reparations'." The elder shinobi spoke in the shadow of New Konoha, his voice poured out from behind her form, his crimson eyes peering over her shoulder to see the others in the room.
His eyes locked on those of Yuki-Onna.
"The end result was a broken pact and two powers raising. Kiri and Kumo in one alliance, formed from the friendship of Jack Snipe and Kaileer. The other being Suna and Konoha, formed from the familial tie of Ayame Hatake and Myself, the then Kage. Your goals are lofty. Your means just. But your chosen words. To the ruination of the 'aggressor', and the imposed sense of, 'Should you cross this line, you're dooming innocents', that does little to stay the truly driven. You can say that, as the elders said it back then, as the collective Daimyo said it, and as your father said it back then. But you, none of you, are the ones who truly suffer for it. Ask that woman there, ask her, who suffers your wars, your tribulations when you decide if someone makes a mistake, that the rest of you will pile in on them. It's not the leaders who had their fun before they fled knowing full well what they've wrought." The red pinwheel eyes of the man spun as he spoke, anger and frustration, as well as sorrow, welled deep within him.
He wanted for this to be successful, but an alliance built on the pretext of war, on the thought that war with one-another being a possibility from the start was bound to failure. He had witnessed this in the lands he sojourned in the last decade.

SHIONxxxxxMORI Shion was more than happy to wait her turn, to sit silently, and to just be a background player. She had no real input on the matter of the two off-again/on-again rogues outside of <******** both, nor did she have any real input on the first two treaties proposed by Shiro. In fact, the only time she remotely acted up in any way was when Toso didn't take her introduction seriously, in which case she responded with a hidden kick to the foot. All in all, Shion was the picture of professionalism... at east until Masahiro took his turn to speak. Oh well. All good things come to an end, I guess.
"Can you spare us the history lesson, dork? I'm 90% sure we were all there," she'd begin speaking in matter very unbecoming of her style of dress, but which revealed her true colors. "You think we don't know war sucks, bro? Like... give me a break. This is the only way to ensure y'all, or any of us really, don't step out of line." Her upright demeanor gave way to a more relaxed setting as Shion leaned forward onto the table, propping herself up on an elbow, gesturing to the Hokage as she did. "I'm sure your Lord Hokage is an upstanding woman; I certainly got no issues with her so far. But we don't know who's gonna replace her in the future. What we want is a long-term peace that'll hang around after we're gone. For all we know, your next leader, heck, even our next leader could be some loony despot lookin' to start something. If we agree to these terms, we have security for future generations. Without it, all we have is a vague hope that our successors are as willing to hold hands and sing songs like we are," Shion would take a brief moment to shift her seating again, this time crossing her arms over her chest as she leaned back into her seat. "Personally, I think Arashi should stay outta their business. Trade if you want, but we're too small to pick a fight, Tos- err, Lord Arashikage," Shion stammered, looking to the squidkage. "But we may be able to secure a lasting peace from this, assuming we can keep our war-boners in check. Just my two cents."
A bit of a sore ankle, Toso would receive the file and would in turn hand it to whom he found nearest and unengaged in conversation. This was Selina. Albeit it could have been Kagerou but she seemed to have her focus set elsewhere. Before that however, he'd, of course, need to do a quick scan. "Well now, of course I desire it, that's the whole purpose of these negotiations bloop, aims to get what we desire to bloop." He'd chime, his concerns were less directed at its host and this mysterious 'sister' neither seemed to know about. While the promise of he execution was something of a relief it was still foreboding. A final flick of paper as it was shut. "Ultimately, however, it is the participating parties who decide whether or not to accommodate those desires." The handoff was done after a brief review and a simple nod of the files contents confirming his suspicion. The Kyuubi. "As Mr.Chosokabe has stated Mr.Karna, he had been invited but may have considered it too tedious for the new way of life he has decided upon living. The documentation you've provided in all due fairness is worth its exchange in what's known of Mr.Karna however, you will only find the most common of knowledge in these files likely. As he never truly fully was enlisted in the military and what citizenship he did have was through the former twin kage bloop. That involved a sort of independence between the sound the lightning when it came to pertaining records." Toso had no fancy tattoos but as shown before as his attire emanated a glow did a file coalesced as though being birthed from a light. It could be misconstrued that he like belamos could have possibly been a light release user based on this display but twas the powers of ninja magic and fine craftsmanship.
As the Masato file did confirm the presence of the Kyuubi within him did the Belamos file confirm the presence of the Yonbi. Lahlil would begin her process of introductions and he'd find that he to some degree was being mimicked. Well, mimicry was a form of flattery and this is how he interpreted it. Still, the hokage's eyes worried him. The girl herself was far from intimidating on her own but she seemed to possess the same eyes as the woman he'd 'slain'. Shiro went and carried a motion and low an ancient visage emerged from the shadows. "Masahiro, if I recall, I've an associate whom is quite the fan." Toso would cross one leg over the other in a manner akin to a professor as he rested his hands on his lap and his tentacles withdrew their purpose fulfilled. Although he couldn't ignore how the tiger lad was eyeing them. Could he perhaps sense the corrupted chakra that had tainted them those years ago? He must have been a sage of some sort he'd assume.
Once exchanges of the conversive type began when the final treaty was proposed and Masahiro reminisced. The Arashikage was rightly about to say something before ultimately being cut off by none other than Shion. If he had any doubts prior the girls verbiage which conflicted with her attire made it clear it was still the same Shion he'd known. He'd look at Shion. The table. The treaty. Then he'd raise his head and say a single word. "No." The wildlife on the island grew silent for a moment before the Arashikage continued.
His words were patient, and to a degree pleasant despite its refutation of the treaty. "Shiro, I'm not entirely sure you understand, I seceded from the Land of Lightning for a reason. If I were to agree to this treaty the entire purpose of assuming the isolationist regime becomes nil bloop. Arashi took to the skies for one purpose. To keep its citizens as far away from war as possible and then there is the one key factor here that seems to be being forgotten." He'd adjust his glasses as they took on a glare before the weighted words were uttered. "Ninja are born beings of deception." He'd inhale. "Kogarashi, The UHV, both have outwardly worked to get the nations to turn on each other. As seen with the Mastao incident under the premise of this treaty if it were enacted then, it may well have led to an unjust annihilation of the then Uzushiogakure by our hands rather than the rogue groups. Shifts in leadership, insurrectionists, outside sources. It cannot be denied, the shinobi was born in the hellfire of misinformation, usurpation, and corruption. Create a reason for war and someone will see to it that reason is fulfilled. Thus a reason should never be made to begin with." Toso would remove his glasses in a sigh. He sounded wizened to some degree when he spoke in the sense he felt already he was 'getting too old for this' He didn't want to have to outright deny this treaty. Shiro with militant mindset likely but much thought into it but that was the problem in of itself that Toso had disagreed with the 'militant mindset'. It would serve the lightening nation all good and well but not his own, not in Toso's ideal in his current position of leadership and what he planned for Arashi. "Your input considered miss militant advisor as you put it 'Arashi should stay outta their business' extended to all business involving implications of potential war."
"That said, a fair exchange of resources among the nations, and the assumed zero-tolerance policy in regards to rogues for the three nations I can agree to with no contest bloop. Aside from the delegation of the third treaty, and my desire for one Zhi Zenshin still apparent, would the new Konohagakure carry any request for aid in reconstruction efforts." He coughed and closed his eyes for a minute having inhaled a bit of sand from all his long-winded talking. Suddenly, something would shoot out upwards from a collection of trees. The portion of the island in which Kagerou had detected some curious activity. Not so much as a millisecond after did something small glint in the sun. The thing that had appeared was a human seemingly airborne via a set of wings kept in the air with what seemed like chakra. That glint was a senbon? Not any ordinary senbon it seemed. One that was fit to pierce the skull of coughing kage in what would seem like milliseconds. Give or take a half second to react truly it seemed only Kagerou or any other sensor would be capable of reacting in time in realization. The trajectory was clear and could not be mistaken this was an unerringly plotted assassination attempt on the Arashikage. Ultimately this attempt would fail, how it would fail was to be determined, but if anyone failed to react. Saiken would step in, and expose the Kage's jinchurikki status. Selina took the scroll from Toso as she was offered it. The information she read from it was the same which her kage took as well. From the battle against Sandayu Selina knew well that the man was far beyond the powers of a typical shinobi. However, all things went into a blur when her sensory detected an incoming strike. As one in the field of scholars, she was innately able to sense the moment the strike came for her leader. It was for that reason that she, since she was the closest nearby, pushed Toso out of the way. The colliding shove moved the man's skull to safety, but not without consequence. Because she did not have enough time to protect herself, the senbon projectile pierced right through her right leg. She let out a harsh shriek as she fell to the ground. As she pushed her torso up with her arms she looked down at the small stream of blood coming from her leg. The intensity of the strike was something which waged fires through her skin. What just happened?
The presence of the man with a tiger had not gone unnoticed, and Kagerou did not want to risk being overheard. She wanted, if possible, to handle these unknown chakra signals peacefully, without a fuss. What was more, who was to say that they weren't innocent, at least in the context of this meeting.
"All clear," she whispered to Kameyo and parted, but her hands, if Kameyo got the signal, relayed a different message. With a quick series of squeezes, she relayed, "No. 3." Without a ripple on her smile, she straightened up and greeted the newcomer. A quiet bow, remembering her place in the meeting and not wishing to interrupt important proceedings but also wishing to pay her respects to the representation of an organization she admired greatly, to the point that she wished she could help support it, even if she should not be permitted to become a member because of her position of surgeon general in Arashigakure.
Another new entry also drew another bow from Kagerou. This time, she did not know this old man, but she recognized him nonetheless. An important person in time past. While a hermit, he still had power enough to warrant importance upon his identity. In respect of his age and experience, she bowed in greeting.
She spoke up finally, at the tail end of Shion's OK Boomer rant. "I just wanted to say, though it might be a little late, that I'm sure both sides in this meeting will agree to what Emperor Shiro has said about the sins of the father belonging not to the family." Her eyes traveled pointedly from the Arashi's side of the table, to the Leaf's, to Sadayo, to Lahill, back to the Arashi side to look at Toso, and then to Shiro. "The family, especially innocent children who have nothing to do with whatever perceived crimes, should not need to suffer for what they have not done."
"Anyways, while I'm talking, I would also like to request-" she started to move into her plan when the sensory technique she continued to upkeep to keep tabs on the suspicious bunch suddenly recognized movement. Her eyes locked onto that corner of the island, where she could see a rising glint... barely with the sun in the way. Her eyes squinted trying to see past the rays of light.
Then, another glint, this one accompanied by a pulse of S+ rank chakra. The trajectory, too easy to track. However, in those precious milliseconds, Kagerou's eyes saw Selina's, and she saw that glint of determination in the idol's eyes. She did not know the other very well, but it assured her to see that glint. She could trust Selina, she thought, so she focused on the eventual pursuit with an unbothered smile. Preparing to fly with the sun in her face, the left hand coolly raised some aviator sunglasses over Kagerou's eyes. The right wrist twisted and turned over in a fluid, dancing motion. The bells upon that wrist rung, and the winds gathered at the sound, but not to Kagerou. Instead, they lifted Shiro off the ground, conferring a moderate active speed boost to his body, and healing any wounds he might have had [Song of Solo Flight [ Tandokuhikou ] [ MEDIC ] | Rank A]. The last was largely just an extra effect for the first two that Kagerou needed. Her intent was pretty clear: I choose you! Shiro! Electric beats flying, right?
More importantly, she couldn't think of anyone faster than a lightning element taijutsu user, nor anyone better suited to tracking a faraway target than a Byakugan user.
Before she could cast the second technique, a flight technique on herself so she could keep up with and refresh Shiro's flight should the time come, she smelled blood, and her eyes darted, wide in surprise, to the sound of the shrill, unexpected shriek from Selina. What she saw was not what Kagerou intended to happen when she decided to let Selina bear the burden of defending Toso.
A smile no more, Kagerou's eyes darted to Kameyo. Yuki-onna wasn't even an option. If the attacks continued, by any chance, the Leaf would need their own medic. Between providing flight support for Shiro and hunting down the other two nin that had yet to make an appearance, only one choice could be made. She gave a final, cursory sweep of the island to make sure there were no other unknowns, then reported to Kameyo with a returning smile, "Kameyo, two A-rank chakra signatures on the furthest corner of the island," before quickly striding over to Selina.
She knelt down besides the injured idol and, trying to soothe any frayed nerves she might have, complimented, "You were very brave."
