I think we're almost there.
So I think I might have confused you with the term Area of Effect. An Area of Effect does not, effect only one target. It affects a field within a certain range of the caster. I'm not sure if you've played this but there's a massive multiplayer game called Ragnarok Online. Their wizards have attacks that are Area of Effects in which they effect multiple targets that are in the Castor's Area of Effect.
So your Eternal Attack in that regards is still too weak, in that it just effects one person, where it should effect people in a radius of x feet. (x equaling the number of feet you want this effect to happen in.)
Also, I didn't catch this sooner, so I apologize for missing it, however you cannot have an attack that give the player two choices. They cannot choose between Disorientation or Hallucinations. The attack has to have one or the other, or both. The only time attacks are allowed choices are in severity of damages done if it's a physical harming attack.
