If you're talking about MSPARP, unfortunately theres no way to look people up directly. There is, however, an option to make a personal chat at the bottom of the main page. You can make a chat and send the link to whoever you want to rp with. Its rather simple once get used to it. I personally prefer it, as pesterchum tends to muck up my CPU.
It looks like it can and if you say it does, it does and That is why some of us don't want to do the downloadable version of Pesterchum.

Not at all. Theres no way to sign up. You just adjust the options at the top of the page to suit the character you're playing, and go.

Here's the FAQ for the website. But no, when your on the website it mostly self explanatory when you set up your character. But if you want to join them in a chat, they have to give you the link.
So then, you have to send someone the link to the particular chat?
