Place Vandal wherever another villain is needed to even things out.
He has no powers other than his immortality, but he is a master of hand to hand combat and weaponry. He also has seemingly unlimited wealth and ties that could give him any resources needed (within reason), and years worth of knowledge.

I would prefer Arell to take on Gotham, but if the case calls for it, he's good anywhere. Tenacious li'l Southerner who's willing to take on daring missions known for near kamikaze/guerilla tactics that could turn heads.
That on top of that, I kinda wanna give the Ragin' Cajun something to really stir things up. *thumbs up*

Kind of would defeat the purpose for Oliver not to fight Ian in Coast City. Due to the lack of Villains in Metropolis though....idk....

You can place Deathstroke in Metropolis if it really needs villains though I think having him in Gotham would make more sense since that where Batman is.

I'm thinking it would make sense for him to be in either but let me look at the latest roster and decided from there.
