Don't bother, RPG Maker 2003 is the same as 2000 with the exception that 2003 lets you go up to level 99 while 2000 only lets you go up to 50. Plus, your stats can go much higher in 2003, this is also the same for the monsters. And, as mentioned, 2003 battle system is like Final Fantasy 6 where you're characters are on 1 side and monsters ont he other, plus, the back attack works in the same way as Final Fantasy 6 as well. The only real down side to 2003 is that the font for the game is terrible, although there is a way to fix that problem. PLus, you can also add battle characters and also add weapon icons to the battle system, couldn't do that with 2000. PLus, there is also a new cursor system that you can also create specifically for your game. No prob... I don't mind XP version too much, I am just not a Dragon Warrior fan, since that is what XP version battle system uses. The only plus side to XP version is that they use 4 layers to make the worlds look more 3D like so you can actually walk under a tree or a sign or a bridge and it doesn't require extra work to make it look good. On the other hand, 2003 can do the same thing, but requires a little more work to make the same effect.
Plus, XP has made it so it uses 4 frames of walking animation instead of 3 in the common UP, DOWN, LEFT, RIGHT directions that your characters travel in.
BTW, if any of you have trouble using some of the stuff in 2003, please message me personally. Also, if you want to know how to make events, also let me know.
Hellshredder = Yes, there is an english version of 2003. On that link I gave you, go to the bottom of the page and you will see something that says RPG Maker 2003 1.09a (ENG) That's the english version, although the install will be in a different language, just do your best to figure out what it's asking and then once it's installed, it will be in english.
