The white, ethereal being on top of the 104 Building next to Mr. H was indeed Joshua in his Composer form - it is not implied because it is definitely proven:

-after the defeat of Megumi's Draco Cantus, there shows a conversation between Megumi and Yoshiya, showing Yoshiya's full Composer form. The same form appears in the secret ending of the DS version, as his shoulder lengths, apparel, and aura remain the same. (( YOU GOTS PROBLEM WITH ME STARING AT HIS BEAUTIFUL SHOULDERS? )) This is proven since no other characters or minors appear like the ethereal being, even in changed forms.*
-in Hanekoma's Secret Reports, he says that when Joshua lowers his Frequency/Vibe, his appearance changes from one of a mature appearance to someone much younger. This is him changing from his Composer form to his human/Player form, also implying the entity at the end of the Game was definitely Yoshiya.
-in spite of the huge personality changes between human Joshua and Composer Yoshiya, they are most definitely the same person - through my eyes, Joshua was acting rather sexually disturbingly as he was dropping hints to Neku about his real position: masculinity means a lot to most men, and considering Joshua's rank, would he be any different? He also implies he hates to lose.

POINT IS, THE WHITE BEING AT THE END OF THE DS ENDING IS JOSHUA, THANKS.

(( *In Hanekoma's Secret Reports, he says that the changing of the Vibe changes the appearance, depending on what kind of being you are in the UG, and because of the distinct appearances of each character, there is no chance that a character could possibly look like the white being at the end of the DS game but the Composer himself. [The Director's appearance will look more refined, and Angels appear significantly different, judging from Hanekoma's Angel appearance and the Reapers in general.] ))
