Tsukiryu nodded in confidence. "Worry not, Captain Hokori. We at Squad 4 will do what we can to assist the other squads. We're severely understaffed, at the moment, but we'll do everything in our power to help. More members would be beneficial to all the other squads, though."

"Isamu Kiyoshi here!" A young man screamed as he bursted into the room, A haori tied around his waist, as it appeared he had no idea how to wear it. "I was told there was a meeting, by a pretty butterfly. How do those things talk anyway?" An idiot, he stumbled lazily into the room, and with a push and shove into a few captains, he nodded to those in the room.

"Yeah. . .I am a little late, things were difficult in the squad. I mean, I have near no one there. I am gonna have to step up some activity! My boss wouldn't like that very much if I don't have anyone to train!" Looking directly at Shan, he was literally screaming in his face, inches away from his nose, and making direct eye contact. Turning to scratch his face, he let out a quick fart, before he stood next to the remaining captains.

"Yup. . . So I hear that we have some important stuff to talk about." He was holding the letter that the man had stuffed into his shirt, and reading it to himself, he looked troubled. "I'm sorry for my behavior earlier. . .a traitor is quite troubling, and speaking that we have two new captains here. Me and that guy who just left. . . who can you trust really? Would you really place a brand new captain in charge of finding out who the traitor is? I sure wouldn't."

Yasumeh sat annoyed as Ketsu and Isamu both did they're best to be as uncouth as possible. Even for him being a drunkard he at least knew when to hold his tongue and straighten his act. Standing and placing his hat back on he spoke "First, congratulations Commander Captain" he said with a slight bow, "now as for a traitor, I would wish to have a meeting with you at a later time, a more private one. Feel free to bring protection of your choice as I'm sure trust at this moment is on it's short leash, as it should be, but I feel Natsuki and I may be able to break down some insight into this matter and better delve on both security measures and developing methods to weed out the truth or falsehood of the recent.... accusations" he said as his eyes met up with Eki's delivering the seriousness of both his normally un-stern and relaxed tone to that a far more stricter composure.
He hadn't wished to bring up the fact that the commander position had been offered to himself at one point but he reluctantly denied. Being a Captain was more than enough of a public light position for him to have the power he needed to make big moves and be able to take control of resources he needed during times such as this without being so much in the spot light as to have to many yes men hiding the truth from him. It was why, after all, that he had placed Natsuki where he had. Her insight and ability to speak up should she disagree added another level of intricacy to his ability to solve such problems and think through the most difficult of logistical plans. Taking such a position as Eki had would only make him more intimidating and observed, hampering his social senses far more than helping them.

"Come Natsuki, let's go" he said taking one last glance at the new Captain Commander to insinuate that he would be awaiting notice for their private meeting.

Shan watched as Captain Ishikawa left, before he officially adjourned the meeting. He couldn't fault the new Captain for doing so; he was eager and excited; Shan was too when he was granted the position. Besides, the Ninth Division was specialized for these situations, he needed to get started immediately. But when everyone began to speak immediately afterward, his gaze hardened. He turned first to Captain Eki, and shook his head.

"Silence yourself, Captain Eki!" Shan focused on the man after he finished speaking. "The only thing disgraceful in this room is your treatment of your comrades. We have had difficulties, admittedly, but that is no excuse to insult those around you. I will deal with those who have not arrived in due time. You busy yourself with the task at hand and try not to catch the ire of those around you. We need cohesiveness right now, Captain Eki, more than anything. And your cynical remarks will not help." He did not know where he gained the strength to speak with such conviction but his voice did not waver or break as it would have normally speaking to someone of the same rank in such a manner.

"You are dismissed, Captain Eki."

He turned to the next captain to speak, and nodded. "There have been a severe lack in members of the Gotei Thirteen as of late so I do understand your plight. I appreciate the efforts of you and the entire medical team, as I am sure the rest of the squads do. You are dismissed as well."

...

...

Shan was baffled. Absolutely baffled. He didn't have any words that could properly project what had just happened. But he didn't react to any of it, surprisingly enough. He just stared at the man as he pranced around like a gluttonous buffoon, with an absolute disregard to all things sacred in this order. Out of the few ounces of respect and patience he had left, he waited for the man to finish being an absolute idiot before speaking.

"Captain Kiyoshi." He began slowly, his voice low, his eyes narrowed. "There are not words enough to apologize for what you have just done. Were I a lesser man I would allow Captain Eki to throw away the chaff, as it were. Despite myself, that disgusting display you have just put forward almost makes me reconsider my words to Captain Eki." He stood, and walked over to the man. First he retrieved the note with a slow motion, showing he wanted no funny games from the man. "First. You arrived late to an important meeting. That in and of itself deserves reprimand. Second, you utterly disregarded protocol and decency by yelling in my ear, stealing a confidential letter, and then you had the audacity to defile this place with your stench? Sorry is not enough." He grabbed the man's haori and pulled it up his back, forcing his arms into the sleeves.

"Were this not such a dire situation I would teach you the meaning of manners, Captain Kiyoshi." He seethed, sliding the paper back into his shihakusho. "And in time, perhaps I shall." He walked back to his chair, and sat again. "Since you seem hell-bent on destroying the sanctity of your title, I will not treat you as such until you prove to me that you earned it. Find out your directives on your own, you will not receive them from me. Dismissed." He sighed, leaning back onto the back rest. This has to be the most challenging position held in either world, Spirit or Living. He mused, sitting there rather comfortably.

I now see why the men age faster when they lead this division. Let us hope I survive.

"Thank you, Captain." Shan replied to Yasumeh, watching him with a great sense of relief. After all that impossible behavior it was good to return to normalcy. "I will not deny you a meeting. If you stay after the meeting I will hear what you have to say. However, if you must leave, I will send for you at a better date." Shan was intrigued as to what he had to say. He held strength and power, he had been a captain much longer than Shan had. And probably should have been first pick for this position. Why he wasn't given it, Shan was unsure. But what's done is done, and there was no way Shan could simply 'resign' from the position now. He had yet to don the First Division Haori, placated at the moment to wear his colorful poncho for the moment.

"As you wish, Captain." He spoke to Yasumeh, giving him either the option to leave or stay.

Yasumeh nodded as Shan entertained his request for a private meeting. He held up a hand for Natsuki to ignore his last request for her to follow him outside and instead motioned his head to a side room where he retreated to. His hand idled at his side once he made it inside, twitching ever so slightly to pull the stopper from one of his many gourds he kept on him and bring the pungent liquid inside to his lips. He restrained however, now was not a time to keep up that sort of act, but his mind none the less yearned for it's comfort. The room was small and dimly lit, inside was a single table, several cabinets, minor cutlery and silverware. He could only guess it was a place for the workers who attended to the needs of longer held councils to take a break. It would have to do for the time being, and the positioning was both a curse and a blessing. From within he could hardly hear the hushed voices of those that remained meaning with the lower acoustics in this room he could be assured his talk would be private. Pulling out a chair he sait down and pulled back his single long sleeve whilst placing his hat down beside him on it's top. The retracted sleeve and hat where simply to show he carried no weapons or poisons that he could readily reach. Of course he knew that those familiar with his fighting style would know such meant little in terms of safety as his killing method was the one thing that could not be disarmed. None the less it assured such attempts would prove much more difficult and much less stealthy, thus producing a level of trust and calmness for in a time like this all where suspects.

Natsuki nodded in response to both commands and followed after her captain to the small room. Once inside she found a room corner to wait in, well within view of the door and the table. She was unsure of who could be the enemy at this point but felt no need to point fingers as of yet since that would just lead to trouble. she would be sure to gather facts and information before coming to conclusions on this matter. the biggest suspect wasn't apparent yet and even though the eleventh captain said the things he had she put him on a lower priority list; one merely for observation and study. Though she was a bit irritated at the insults he flung basically at her division, she wouldn't hold personal prejudice against him in determining the enemy. In fact a bit of what he said was true. a large number of the divisions were understaffed and the fact that a number of captains neglected the meeting was something to think on as well.

Disregarding all further comments on any of the matters at hand, least of all any kind of retort either captain could provide, he called an unseated attendant over, and whispered in her ear. She nodded, and at that recognition the new Captain-Commander stood and made his way towards the room that was apparently to be their current conference hall. He supposed he could not complain of the location; it wasn't ideal, no, but it got the job done. He closed the door behind himself and walked to the opposite end of the table. It was more of a protocol thing than a safety thing. He wasn't particularly afraid of any of the captains there assembled, he was more afraid of a civil war or the unnecessary loss of life that may ensue.

As he walked, he reached back and tied his hair into a ponytail, not only putting it out of the way but sharpening his features so he would appear at least a little more masculine. He finished tying it off by the time he sat down, and its length curled around his neck and ended up on his shoulder. Shan leaned forward in his chair and placed his elbows on the hard surface in front of him, steepling his fingers as he pressed them against his lips.

"You have my attention." Shan finally spoke, looking back and forth between the Captain and his Lieutenant. "Let us hear what you have to say." His brown eyes locked onto Yasumeh's, waiting for a response. He was curious as to what this Captain had to say. Something so important it had to be discussed immediately. It was official. There was no more hesitation in Shan's voice. He might not have believed it at first, but he was the Sotaichou now.

The girl that Shan had spoken to stood dutifully in front of the large stone chair of the Captain-Commander, awaiting the hall to clear. Her instructions were clear and she would fulfill them to the best of her ability, in order to bring honor to her name and perhaps do good in the eyes of the new Commander.

Yasumeh stayed quit for a few moments, his hands pressed together and his fingers interlocked before him with both elbows resting on the table while he slouched. "Let's get simplicity of suspicion out of the way first. If the contents of that letter where true, and I do insist IF, then you could be sitting in the very room with the man that was the perpetrator. That said, anyone you choose to talk or coerce plans with could also be it... thus is the problem of such accusations as I'm sure you're more than aware of. However doing this alone will only tear the squads apart so at some point, preferebly sooner than later, you're going to need to make the judgement calls to trust someone. That said I will release my own information and thoughts selectively as well as I expect you to" Yasumeh paused for a moment letting the words settle before continuing.
"The first order of business should be to verify the authenticity of the letter and find out all the info on why such accusations where made. After all, how is one to know that such a feat is being undertaken and that more specifically it is being taken by a member of the Gotei thirteen?" Yasumeh looked about the room, making sure his thoughts where expressed not only towards Shan but also Natsuki. His voice continued in it's low nigh monotone manner, "I have my own suspicions as to possible perpetrators, however before I took it upon myself to investigate any and figure out which piece of the board is another color, I would first need to have the aforementioned details".

In his mind he saw a chess board lien out before him, yet something was odd. One of his pieces was painted over to his own color yet clearly not of his control, before he could push or scratch at the paint to find out which he needed to know why the thought of the paint being applied had occurred to begin with. Without that the entire premise of rebellion could easily be nothing more than a ruse to cause disorder and weakness amongst the thirteen.

Shan didn't move once, he didn't even blink, as the Captain spoke to him. He was a statue both in motion and emotion, waiting to hear all that he had to say. When the man finished, he sat there a few seconds longer, continuing to watch the man before him. Finally he leaned back and reached into his uniform, drawing out the letter in question. Folded just as it was, he placed it on the table and pushed it, the paper of the letter sliding nicely against the smooth surface, until it spun one final time before stopping in front of Yasumeh.

"There is all the information I have been given at this time. And yes, I do understand the situation. I too question the authenticity of this missive. But any doubts I have cannot supersede the needs of the Seireitei. Regardless of whether it is a ploy or an actual threat, I must act upon it." He did not hesitate to give the man the letter, which would be a rather obvious sign of his thoughts on the situation. His back pressed against the chair, and he let his hands rest in his lap. "And while I do appreciate the sentiment, I do not believe I need advice on how to do my job, Captain." He looked over at the man's vice captain for a few seconds, boring holes into her eyes before closing his own.

"The questions you ask require answers that I suspect no one in the Seireitei would know, except for the traitor. If indeed there is one." Shan opened his eyes once more, looking over at the well-known tactician. "I will need to gather some information independently before I convene with anyone. As I recall, only the current Captain-Commander and any of those pardoned by the Royal Family are allowed entry to speak with those ranks above us. I wish to see what they know, since they seem to have been informed of this situation before we were."

Shan stood from his seat, and pushed his ponytail over his shoulder to his back. "I must answer a few questions of my own. I've given you all I know. Keep it for analysis. When I return, make sure you have a few answers of your own." He nodded at Yasumeh, and began to walk towards the door. "And make sure that my trust is not misplaced." He pushed through the door, then, leaving the captain and the room behind him. Formalities aside for the moment, the things in motion had been set already, and he would take no elderly gait. He was a man on a mission, and more than that he was a Commander on a mission.

He strode through the main hall like his gait was on fire, entering and exiting almost in the same breath. He took off his poncho and folded it as he moved, holding it under his arm like a precious parcel. He didn't need the symbol of his clan any longer. His name would be that testament.

Yasumeh stood as Shan began to leave "Haud regnum eram umquam no valde per rex unus" he said in Latin, taking a breath before translating "No kingdom was ever made great by the king alone" he said in reference to Shan's accusation that Yasumeh was trying to tell him how to do his job. In reality he was merely doing no job but his own. He was paid to see the pieces, the players, of the game and to recommend the best course of action on how to allocate the Gotei thirteens own pieces. Whilst he could always manipulate the player, Shan, into taking certain actions the choice would always remain the players. He was simply there to provide the information and analyze it as best possible to recommend the best course he could see.

Taking the letter he tucked it into his robes and turned to Natsuki after Shan had left, "This is not good. The thirteen is going to tear itself apart with some of the hot heads we have out there and if this is a mere ploy then we played ever so easily into their hands" his eyes met hers with an intensity rarely seen if naught for the last few hours. "We can't wait, we need to find the author of this and collect the information they know whilst allocating a vigilance on what's occuring in the other squads. This will undoubtedly draw great suspicion to us of course, but the only other recourse is sitting idly by and making no moves... one might as well not play at that point" he said looking towards the exit.

Natsuki waited until she wa sure the room was clear before responding to her captain. "It could have been predicted that things would come about in this way. After all there has been a long amount of down time for the court guards and suddenly a suggestion of a possible 'Aizen Incident' reoccurring... " She paused more or less to shift the thoughts around in her mind a bit before continuing, " Well I'm surprised the surface tension is as light as it is after all many share the same sentiments as the eleventh captain in a desire to wet their swords in battle... Our little outfit has always been on the outside when it comes to these things." She commented in a low tone so nary a sound would escape the room. "If I'd been able to examine everyone's penmanship before this little meeting I might have a better idea of who wrote the letter, unfortunately asking to compare the writing between important gotei members and the mystery author now would be viewed as an accusatory action rather then an investigative one." She paused a moment to think of possible actions and methods they could take to help quell the oncoming torrent of mistrust and deception that was sure to ensue. "I think the best course of action is to get our division on the same page so we can act as mediator to the best of our ability when to impending time comes about..." She stated finely done with an initial opinion on the situation. her thought was to unite their force before diving into the fray with the other division in an attempt to debunk or deal with the fiasco that was in the near future for the court guards.
