Just to note, tiara attacks are for royal senshi only in shop. Not sure if your attacks will work because... essentially the first one is direct copy of the classic tiara attack up until the effects.

Tian is still wearing her tiara o.o
Edit; Clarifying this since I still don't understand how the first attack is like a tiara attack at all.
If the first attack is actually looked at, what I put it for was this:
"Her mask rises up in the air and glows a bright white"
In no way does Tian throw her mask at all. So unless a masking floating up is considered 'throwing', I'm horribly confused. Sailor Moon's tiara attack also is like a boomerang, it goes back to her after it hits her target. Tian's mask would not boomerang back, but would dissolve and appear back in her hands.
Even her second attack, which is an upgrade, doesn't boomerang back. She isn't even throwing it at her opponent, but just the air in general. The mask is the one to choose which Chaos member to land on, NOT Tian.

You seem to be going with her mask becoming a weapon, and don't specify if this is an item she is running around holding OR if she is removing it from her face. If she's having it as an item then it's a weapon, which senshi cannot have, if she's removing it from her face, it's just like the tiara attack in the sense she pulling a part of her costume off of her to use as an attack.
Glowing a bright white while spinning around is just like the tiara attack before Sailor Moon launches it. You also say it attaches, which would be the equivalent of it launching, just like a tiara attack. So yes, it's not thrown, but it stills flies from the launcher to the target. The effects are different yes, but how they activate runs really close as they are phrased now.
And a small thing, but Sailor Moon's tiara didn't always act like a boomerang. A few times the tiara simple bounced back, or was stopped and fell, making her have to get it. It was also a one hit only attack iirc, and it's how they're treated in shop as well. It's also how, iifff I remember right, magical items are treated in shop. If they get destroyed, they're gone until you power up in a different fight. Meaning, her having her 'mask' reappear on her after the attack would be ix-nayed since the physical item is gone.
What I might suggest it that she creates a magical 'copy' of the mask she wears. An illusionist mask if you will. It's not tangible or solid but more like a wispy thing? She makes a copy which is thrown up, and it has the same chances of falling onto the face ect ect. That way, she won't have the drawback of an items attack, (if it gets lost, taken from her ect) and could still have a 'mask' in her art, (which is what I'm guessing you'd like?) it simply wouldn't be a 'real' one. For the attack glowing/spinning not needed.
I mean, you could have the mask be thrown up and have it begin to spin there, and once it stops spinning it goes to the face, but ide to go back to the item concerns.

Candice is approved, of course, so let's move straight to her powered concept.
Some have noted it here, and I would like to provide some clarification.
Sailor Tianguan will not be able to use a mask as a part of her attacks. The way it is written, it is either a weapon item, which senshi are ineligible for [Negas only], or it is a channeling item, which senshi may also not have [Knights only]. If you would like her to have a mask as part of her uniform, that's fine, but it will not be anything beyond that. She must also be wearing it, not holding it as an item.
What you can do is have her summon a noncoporeal mask onto the face of her enemy, and use the attack that way. It would be a magical mask not related to her real mask [which would stay on her face the entire time, as it is a part of her uniform.].
I'd like some clarification on her super attack... it says
"can choose to fight or flight" is this refering to the illusions? If so, your illusions must have the same magic every time, though IC responses to it can differ. In this case, the illusions may not act independantly of the user. They must have a clearly defined set of actions. Do they mimic exactly what she does?
For her eternal attack: What happens when an opponent or ally hits one of the masquerade folks? Do they disappear?

Hey there! I'm not the most experienced staff critter, but let's see what I can do to help you get her stamped. :3
I believe her civilian is already stamped, so I'll skip over that other then saying that I LOVE her Avon hobby. Super unique to the shop, I'm surprised noone else has thought of it before.
As to her powers, make sure you edit the the senshi and super stages. Right now they still read as if she's holding onto a mask to channel the power. Please change it to just say that she summons a mask that "blah blah blah".
For her eternal attack, I'm not sure how I feel about being able to summon up a bunch of illusion people in a 7 foot radius. While the idea is really fun I think it would take a WHOLE lot of power to pull off, more like something a princess might do. I do have a suggestion though.
How about instead she summons a mask like the other two attacks that attaches to one person. The mask then makes that person think that they see a bunch of masquerade people around them. It can help hide Tian, greatly confuse/disturb the victim, and perhaps even make them unable to find their own allies for that amount of time.

Can you explain to me what you mean by Tian being in 'zen' mode?
I'm alright with the masks hitting and affecting multiple people, but I'm not really sure why it hits her as well? As the power is now it seems like even though it might protect her momentarily from someone, it might leave her at a bit of a disadvantage if there are any other enemies in the area (like in the big battles).
Does she get just as distracted as everyone else and end up unmoving and open for attacks while under it's effects?
Personally I don't think she needs a mask, and just having a sudden imaginary crowd of people would be enough to keep her hidden for awhile, but I'd like more clarification just in case i'm missing something. :3 Thank you!

I am SUPER sorry that this somehow got buried.
I think I meant to write back something about the eternal power still seeming a little bit huge on the power exertion side, but considering how long I've made you wait and the fact she can only do it ONCE per battle, it's fine enough for me.
