My recommendation is to use Smogon's tier system. Its widely accepted by a healthy portion of the competitive pkmn world. I would suggest going with the OU tier. That leaves out most legendaries but makes just about everything else standard. Check it out here.I'd also recommend setting up a couple of clauses too (limitations). Good job, but you should update the Ubers list because there are some on there that you haven't mentioned, such as Garchomp and Salamence. Serebii hasn't updated their list in a while. The updated Ubers list is here.

We'll take care of the FC's once we have enough people signed up AND a bracket ready for the challengers. I don't want everyone to get overly excited and then it happens to fall apart because I'm unable to maintain this and school.
As for battles period, feel free to share your FC with whoever you want and whenever. ^_^ I can't restrict you from battling each other, of course.

I think the best way is to have them Lv. 100 all around, but you and your opponent can always cut the level down to 50 if you need to.
