He can be an okay fighter when he's with you in the final area in KH2, he has good moves, if you ask me. As for character, he seems to me, as the most developed character in the game. Its sad that Sora, who is the main character, is like the one with a bit of development, while Riku does. He matures tremendously for a short period of time, from the first one to the second game. So yeah, he's not completely useless...

could be AI problem, i mean when u actually get to play as him he can be a total BA especially liked playing as him in chain of memories
