I have an academy student at level 3 who is doing the timeskip. If your question is about if he can gain levels or not, he can depending on how much you write 3nodding

I've been telling the academy students who ask me, if they haven't trained enough the time skip will not effect their level or stats. They still have to recalibrate their profiles, but there will be no changes. It wouldn't be fair to them or anyone else to give a first time academy student 5 levels and expect them to know everything a genin knows.
And thank you kouri. I think I will lower his skill in taijutsu. I would rather lower his skill the miss 40 levels, Love that feeling of home growing them you know?

Meh, I guess it's just one of my pet peeves. I'm a lazy mofo, so doing things that in the end don't really effect anything, like adding the number to both side of the same equation annoy me. Probably because I'm a math guy, who prefers a clean streamlined problem to the big messes of numbers and radical signs that some people like to play with.
I guess I'll just have to live with it being a safety measure to help new people avoid silly mistakes.

No, Xmas, I'm not bothered if you visit. By all means, please do. Just remember to have the note arrive before you do.
Sadly, Luv, not everyone reads. So, we can't remove that note just for mine or your eye-catching convenience. I know, it bothers me too. I used to complain about it all the time in Oto...like, why would a Sennin have as much trouble as Genins in spice arrangement. It didn't make sense.
But in retrospective, if you can improvise, you can make it make sense. Force it if you can't do otherwise. 3nodding
Anyways. On another hand, Kouri, I think I will settle also for Cheer's way. I don't want to get a weird huge level buff simply because of the extra skill points from previous training...I mean, I know it's not out of the middle of nowhere, but still, it's weird... ._. Well, thankfully for current blank slates, abilities aren't a problem. Skills on the other hand...
I think there should be at least some skill compensation for the people who refuse to be recalibrated at such a level. (I have the same problem Cheer does...there's no way I can accept that Shin is going to be 40+ after timeskip because of preskip skills... >_>)
I suggest for people who doesn't want the level jump to instead get the option to maybe get the trained skill points cut by a 1/4th, or something?

I was just going to jump to like lvl 20 and cut the skill to 40, I figure because of recalibration of Jutsu it won't be that dastardly to my character, however his damage and attack bonus will suffer crying . I think I can make it up with skill in a ninja weapon. This is going to be killer with all the jutsu that have we have to work out, it's also kind of hard to figure it out with trying to pick jutsu for his time skip when he wouldn't fit the requirement or the skills required don't really exist anymore. I don't know I guess I'll just go with the flow, and any jutsu I run into, I'll recalibrate after the time skip or something.

Hrm, I was thinking some powerful group of S-Class Missing-Nin take the Daiymo as their b***h and make him do what they want... Oh and, there is 5 of them, one from each village, amazingly...

High level NPCs are open to Crew members only, unfortunately.  You can have a recurring baddie like I suggested to ellreka in the Otogakure Chatterbox.
