Tentae's example is not false, since Vulpix does learn it while leveling.
Flamethrower also happens to be a TM, as well.

Jerzeeboii 4. Can all TM's be passed down to the new born baby?Yes, though there is an element of luck involved. Of all of the strangeness involved, this is also true of HM's. While hatching a Chimchar egg I had bred, it was born knowing Rock Climb, something I didn't think would happen.
