Roland has a pretty good strategy made for the roamers he wished to catch. After all, he was trying (and, to my knowledge, is succeeding) in capturing all Legendaries he can in Premier Balls: Cradily Block False Swipe I forget the other moves he has...
Cradily's Suction Cups ability prevent Phazing, while Block prevents running away. False Swipe is used obviously.

I'm going to assume, Suction Cups ability, to negate roar,
Block, to prevent running away
Ingrain to heal HP, while also reinforcing the suction cups ability
False Swipe to make sure HP gets down to 1 without killing it
Sleep Powder, or Stun Spore, for obvious reasons

I actually had them down to one HP and paralyzed before I even thought to use Cradily. My cradily now knows Astonish, Block, Gastro acid, and ingrain.
For things that don't know roar, Gallade is a good legendary catcher too. False swipe, mean look (egg move from gengar) and thunder wave.

Surpresses the foe's ability.. like, say Sand Veil. Raises evasion in sandstorm. Victreebel used Gastro Acid Pokemon with Sand Veil's evasion is back to normal. ETC. (I believe.. I'm gonna look it up to be sure) EDIT: "Gastro Acid cancels the target's in-battle ability. Therefore, the target's ability will be ignored until it is switched out, even if it Transforms. It does not affect abilities that only have an effect outside of battle, such as Pickup."

Well i just followed them around, which took forever but there is a pattern the system follows. umm Raikou I just got him down to as low as he would go and chucked a heavy ball on him, and caught it the first try. Entei on the other hand is proving to be difficult even though he is frozen..... oh well can't get them all.
I recommend the home made poke'balls, and i always think its funny we the dude gives me my poke'balls and the game says 'Sorren obtained heavy balls' I always think 'O Joy' sarcastically.

well for some legendaries you can just throw pokeballs until its captured thats how i got regirock on saphire if you have a traveling pokemon weakened mabey try a quick ball or get it o not run away and then use one i think after about 30 turns the timer ball has a really high success rate

catching legendaries takes patience. if it'll take a day, then it'll be a day. patience is key i swear. that's how i caught a lvl 70 ho-oh, mewtwo, 2 legendary birds (ill get moltres soon), and suicune with ultra balls? now, first things first, DON'T rely on wobbuffet's shadow tag, cuz if they're asleep, wobbuffet is useless. use a pokemon with mean look or block. second, stock up on lots of ultra balls. i took 60 ultra balls to cerulean cave, and came out with about 25-30 and a mewtwo. third, do urself a favor and save before u fight them. if ur in the area they are, and u save, every time u turn off, theyll be right ther. then, obviously and mentioned before many times, false swipe. i never had false swipe, dont have the tm, and i regret that. thats why it takes patience. then just follow ur gut and try to catch them. now look, legendaries can have 1 hp left, asleep/paralyzed, and out of attacking moves, and an ultra ball still wont hav any shakes in. dont be surprised, just keep throwing them. btw, u can find quick balls and dusk balls (if its at night time) at the bottom right "store" at the safari zone gate. wink
