My wanting to have Kanto region pokemon in role playing there, it was difficult to decide, but might I be able to recieve a Scyther that knows Razor Wind?

Pokemon ignores the laws of Physics. Hence why Aggron can learn Aerial Ace. And Nidoking can surf.
Also, *lolin' harder than he should be* I'd solve it like that, too. I'm currently studying ALgebra for my entrance exam into DeVry right now....after I finish eating dinner.....
