I also believe that Princess Serenity was meant as the last defence of the moon, so Sailor Moon was originally like her mother Queen Selene meant to rescue the moon through self-sacrifice. She´s the strongest weapon, the silver chrystel is a piece her soul. And you don´t send your strongest weapon straight to your enemies.
