Actually, D&D hasn't removed the options. In fact, they are still there. Moreso, they're pointed out to you more specifically to make new players to the scene have an idea of "what" they can do. You can still be just as creative as you were in 3.5. People who argue that haven't even tried to play the game at its fullest. And if they have, they're being narrow-minded, trying to find every little bad thing about it.

That's the feeling 4E gives off. I reserve judgment on character creation options until there is more source material made available, but in general the "you get one of these, two of these, one of these, and two of these... but when you level up you can trade in one for a better one" system makes me ask why it is that my character is unlearning things he's been using for 4 levels.

It only extends what you did in 3.5, when the sorcerers could relearn their spells and forget another one. The option is to allow someone to change their build for later. Just, "smarter" people will plan ahead of what they always want, so relearning really doesn't matter to them unless they plan to prepare for some challenge up ahead.

4.0 made things easier for new people to DnD. As such, it's a b*****d child of 3.5, where the amount of options weren't BLATANTLY OBVIOUS and you weren't pointed down a path at level 1. 4.0 has you planning things out at first level, which takes away random crap that could happen. It also killed number players.

Since people might not be as used to things in 4.0 and how the characters work, I'll allow players to change their character builds as many times as they feel necessary up until they hit level 3 or 4, assuming we get that far, as long as they don't abuse the privilege.
As for removing of options, I'd assume that would be at the DM's discretion, wouldn't it?

The options are just there to point non creative people in the right direction. Us people who have played D&D for years are just fine with how it is. Cause that just makes things more fun when we do things that aren't so detailed out in the book.
For example, if I played a rogue and suddenly began performing walljumps with use of skills and/or other factors added to make it possible (been playing a bit too much S4 League lately).

Also, my character idea:
A Fire Genasi classing as a swordmage who likes fire (I know, overdone).
A Halfing Sorcerer who likes to pretend he's a rogue, thus tries to always outplay the party's rogue.

As you guys start to discuss classes and such, keep in mind I'll probably have a DM character in the mix for a while to move the story along at the beginning.
He'll be higher level than you guys, but I'll factor that in in how I play him etc. I'm also withholding his class from you guys for now so it doesn't effect your party layout. I wouldn't want him to poof, and suddenly you guys are missing a chunk of your well-roundedness.

They aren't in my books, so I had to pull up that info there. Hopefully that'll help. Don't worry, I have most of the books. The Sorcerer is my first idea, but I'll keep the genasi as a secondary. In addition, I'll likely just change him into a water genasi who loves water to get rid of the cliche.
