Well, sure. If you weren't writing comedy.

It'd be possible to go hoover the comedy out of City of Death too if you wanted. I'm not sure it'd be a good idea though.

The Judoon never came across to me as comedy, but I can see how they kind of could have been. Were they meant to be?

They're clearly meant to be absurd at least.

That's what makes them work so well not only as Martha's induction into a mental new world, but also as a big, stompy, ridiculous counterpoint to the episode's real, and more insidious, baddie.

Like so much of Doctor Who, the Judoon work by seeming cool if you're a kid and funny if you're an adult.
