Cool. Now, I can also tell you where you can catch a Starly. Actually, the first pokemon you should catch promptly after getting pokeballs are these:
Starly, Bidoof, Shinx, Kricketot, and Budew. Have your starter with you, for sure.
If you chose Turtwig as your pokemon, he evolves at level 16 to Grotle then to Toterra at level 32.
If you chose Chimchar as your starter, he evolves at level 14 to Monferno then again at level 28 into Infernape.
If you chose Piplup, its the same as Turtwig.
Starly evolves into Staravia at level 16, and into Starraptor at level 32. Ironically just like a starter... hmmm.... anyway, Bidoof will only evolve once into Bibarel and thats at level 20. Shinx evolves twice. Once at level 16 and then at level 30. Level 16 he becomes Luxio and at level 30, he's a Luxray. Kriketot evolves at level 18, I think... into Kricketune. Budew can level via happiness, or its at level 32. Late budder, I know, but Budew is sooo cute!
Use a dawn stone to evolve Roselia into Roserade.

What you said isn't exactly true. If you work hard and train your pokemon instead of just getting them or seeing them at a certain level, then they can be seen much sooner.
Take the fun out of training them, why don't ya?
Like right now, I am training a Dewgong. I don't normally use Dewgong, but he is a water/ice type. And I wanna see Dragonair evolve into Dragonite for once.
