Miko, Mr. Satan can in no way be compared with Vegeta and Piccolo. Those two are reformed villians. They were "misguided" but realized their mistakes and joined the right side becoming valuable assets to the Z-fighters and the universe. Both have sacrificed themselves for the Universe and fought valiantly in the face of evil redeeming their earlier actions and ranking them far, FAR above Mr. Satan.
I suppose the fro does give him a bit of style. I have to give him that. sweatdrop

I didn't like him at first when he lied about beating Cell, but during the Buu episodes I saw he really wasn't so bad, so I like him now. 3nodding
He's really funny, too. xd
