Jamaican charged with bomb parts in luggage in court
ORLANDO, Fla., Apr 2 (Reuters) A Jamaican detained at a Florida airport after bomb parts were found in his luggage said he intended to blow up a pipe bomb on a tree stump in Jamaica and to show his friends how to make explosives like those used in Iraq, US investigators said today.

Kevin Brown, 32, who was arrested at Orlando International Airport yesterday, made an initial court appearance, standing silently in a white jail jumpsuit and leg shackles before US Magistrate Karla Spaulding.

Spaulding scheduled a bond hearing for tomorro at which Assistant US Attorney Vincent Citro said he will provide some details on the case.

In an affidavit, FBI agent Kelly Boaz said two galvanized pipes, end caps with holes drilled in them, two prescription bottles containing air gun pellets, a model rocket igniter, batteries, lighters, lighter fluid and two bottles of nitromethane were found in Brown's luggage.

Investigators also found bomb-making instructions in his backpack. Nitromethane is a liquid commonly used as a solvent and cleaning agent, and can be used to manufacture explosives.

''Brown told us, among other things, that he bought the items in the baggage in Gainesville, Florida, and intended to use them to build a pipe bomb,'' Boaz's affidavit read.

''Brown initially said that he was going to detonate the device on a tree stump in Jamaica but later told us he was going to show friends how to build explosive devices like the kind he saw in Iraq.'' FBI spokesman David Couvertier said in a statement that the agency was still trying to confirm Brown's identity, particularly his date of birth. Law enforcement officials said they were trying to establish if Brown was a US Army veteran.

Brown was detained while attempting to check his luggage on Air Jamaica flight 80 to Montego Bay after a ''behavior detection officer'' keeping watch for suspicious activity singled him out for closer inspection, according to the Transportation Security Administration.

The FBI said initial record checks indicated Brown was in the United States legally.

The incident caused some flight delays at Orlando International Airport after a portion of the terminal was evacuated for several hours.

KEVIN Brown, the Jamaican-born ex-US soldier who has been in police custody in the United States since Tuesday when he tried to carry bomb-making components on to an Air Jamaica flight at the Orlando International Airport in Florida, may be facing criminal charges.

A judge ruled yesterday that there was enough evidence to proceed against him.

According to an article from the online edition of the Orlando Sentinel newspaper, US Magistrate Karla Spaulding ruled that the prosecution had enough evidence against Brown to pursue a criminal case against him, when he appeared at the Orlando Division of the United States District Court yesterday evening.

The article said although yesterday's hearing had been scheduled to determine whether Brown could be granted bail, that decision was rescheduled to a later date.

Brown has been charged by the Federal Bureau of Investigation (FBI) with attempting to place an incendiary or explosive device on an aeroplane.

The FBI's public affairs officer, David Couvertier, said the liquid found in Brown's luggage was nitromethane, a potentially explosive formula. Galvanised pipes, end caps, two containers of BBs, batteries, bomb-making literature and a rocket igniter were also allegedly found in Brown's luggage, the FBI said. A laptop computer was taken from his carry-on bag and was being analysed by the FBI.

On Wednesday, Brown reportedly told investigators that he planned to set the bomb off on a tree stump when he arrived in Jamaica and that he wanted to show his friends the 'bombs he saw in Iraq'.

According to local sources, who claimed to have been involved with Brown's upbringing, the former US soldier was discharged from the army for medical reasons and sunk into a deep depression following the murder of his 52-year-old mother, hotelier Sandra McLeod, three years ago. The depression, the sources said, became compounded when Brown began "drinking a lot more".

SANTIAGO. - Senator Jaime Naranjo sent a letter today to the minister of Foreign Affairs, Alejandro Foxely, asking the government to intervene in the “worrisome situation” involving Chilean student Julio Borja. Borja was arrested in Miami after he joked about the presence of a bomb at the airport.

In the letter, Naranjo expresses his “concern, as part of the Human Rights Commission, for the Chilean student’s situation”. Julio Borja is currently being held in custody in Miami after joking that security officials checking his bags should not “squeeze” them too much because they “might explode”.

“We are definitely not talking about a terrorist here, but rather a joke made in bad taste as a result of childish inexperience”, added Naranjo.

“Our government has an obligation to keep an eye on the situation to make sure that the rights of all Chileans in custody, in any part of the world, are respected and that they are provided with due process”, says Naranjo.

In light of this consideration, Naranjo asks the government to “provide all assistance possible for the student and his family”

CHILE AND ARGENTINA TO IMPROVE BORDER CROSSINGS

Chilean and Argentine officials announced Monday that they will improve 13 key border crossings to facilitate greater commercial and private transportation between both countries.

Speaking to reporters, Nelson Periotti, general director of the National Roadways Management of Argentina, said that the aim of both nations is to improve the roads and passes in the Andes by paving an additional 1,800 km of roads.

Many crossings are still unpaved, and important points along the border are subject to many closings during the harsh Andean winter.

The most notable aspect of the initiative will be the construction of a new crossing at Pehuenche (Talca, Region VII) that will directly connect with Mendoza, Argentina. The road will act as an alternative to Los Libertadores pass, which is often closed up to 35 days a year because of heavy snow.


RN DEPUTIES FACE FINES IN PROVOSTE VOTE

National Renovation (RN) party deputies will face fines of up to 1 million pesos (US$2,300) if they do not attend the vote this Thursday on the constitutional accusation against Education Minister Yasna Provoste.

The possible sanction was introduced by party leader Carlos Larraín in order to ensure all deputies in the lower house will attend the vote, which he and other party leaders believe will be very close.

As the Santiago Times reported earlier (ST, March 7), Provoste faces constitutional charges brought by a parliamentary commission tasked with investigating massive financial irregularities in the Education Ministry. The commission was propelled by the opposition rightist Alianza por Chile coalition.

In justifying the fines, Larraín said that the party was not trying to influence any votes: “They (the deputies) can vote as their conscience tells them, but it wouldn’t be logical if we had introduced this constitutional accusation… and then hadn’t shown up to decide on it.”


CHILEAN MAKES JOKE: TSA DOESN’T LAUGH

A young Chilean man, Julio Borja, 21, from the Region VIII city of Concepción, was arrested in Florida on March 20 when he made a joke about a bomb in Miami International Airport.

TSA officials detained Borja when, asked why his baggage was so heavy, he joked that it was because he was carrying a bomb. He was interrogated and later transferred to a local detention center. He will appear before a judge on April 10.

Another Chilean, Juan Carlos Riquelme, spent two months jailed in Miami for making a similar attempt at humor in the airport.


NEW DOCUMENTARY ABOUT TIERRA DEL FUEGO RESERVE

Goldman Sachs presented a new National Geographic documentary last week about the protected natural reserve Karukinka, located on the Chilean half of the Tierra del Fuego island in far southern Patagonia.

The documentary – “Eden At The End Of The World” – was shown to the Environment Minister Ana Lya Uriarte and the U.S. ambassador to Chile, Paul Simons, among others.

Goldman Sachs took over control of the 272,000-hectare area in 2004 when North American lumber company Trillium, its previous owner, defaulted on its debts and handed over the rights to the land.

The investment bank created a unique private-public alliance by putting the Wildlife Conservation Society (WCS) in charge of the land’s administration, and has created a fund that will provide future financial backing.

The WCS has plans to allow for the development of low-impact and ecologically sustainable activities, such as environmental research and education centers and tourism for conservation.

here you can still get "justice" done if someone does you wrong, you just cant clog the system with ridiculuos suing claims. You have to clog it in different ways mrgreen
