i personally don't think Seimei will come back.
Plus there is the whole thing with Ritsuka and Soubi, when it comes down to it Soubi won't disobey Seimei which will probably cause conflict between ritsuka and soubi in the future as the bond deepens more (i loved in vol. 8 when you start seeing their bond threads!)
But with everything that has happened so far I think one of the reasons Seimei is trying to lure Ritsuka to him is to either 1. get Loveless`real fighter to come (as we still have yet to find out if he has a real fighter) or 2. maybe ritsuka is some kind of special sacrifice? Where he does not need a fighter? My friend and I have talked about that possibility too. I really think a lot of what Seimei is doing has to go back to Ritsuka... but back on topic, i do not think he will return.
He has been gone this long already.. so why go back now?

gah after reading about how Seimei and Soubi came to be it makes me sad that Soubi had not just become loveless`fighter instead... since he was a blank to begin with and Ritsuka still does not have his true fighter. I agree with you. There doesn't seem to be any reason for Seimei to return.
Also, you are right about Soubi. He doesn't seem to be able to go against Seimei's word, which is really sad. The scene in the library did a number on him. He felt so bad about it. It will definitely create problems between him and Ritsuka, but I wonder just how badly it will affect himself as well.
