Zombicide Hmm........I don't know if I can make a Top 10 list, but Cthulu, Red Falcon, and the Cyberdemon would be on there, maybe even Andrew Ryan or the Big Daddy. @ Daxelman: You can't put the G-Man on there, since he isn't a villain; rather just an unknown entity. He never does any harm to you, and he actually does some good. Actually, a lot of good........if you head over to the binoculars on the tripod that the Combine has set-up in the chapter where you first get the car, (I think it's "Highway 17") you see him giving Colonel Cubbage the RPG which he then gives to you. So, you basically get the RPG from the G-Man. He may be creepy as hell, but since he never did anything to challenge the hero (Gordon), you can't consider him a villain.
I Put Rival up there two, he/she is not really a villain either.
I consider game characters I hate with an inane passion to be villains.
And Villains have a way of helping you to help them kill you. Glados is a prime example.

St. Ajora was Cthulhu in disguise. Ramza killed Cthulhu, that's why Cthulu isn't in his own game. He died in 1997/8 in Japan.

It'd take more than a reversing. wink Cthulhu doesn't reverse the scale as in flip it over. He reverses it by making it inside out meaning the center is the highest point.
