Shikamaru was qualified as chunin because even that he didn't win he had the smarts and the stratagy skills of a chunin.

mostcharmed i dont get it how come noone else became chunin right after the exams. shikamaru was like the only one besides kokorou who gave up but was the only one who became chunin. question question question total confusoin wahmbulance

the only reason why shikamaru was the only one who was promoted to chinnin was because a chunnin conducts missions and leads squads of ninja and their lives are in the leaders hand so the leaders need to stay calm during misssions and asses the situation kand shikamaru displayed all of those characteristics during the exam and thats why only he got promoted

Shika was the only person promoted because Konoha was attacked and the village can't afford to promote everyone to Chuunin.. and that thing about him being smart, too.

To answer artichoke's question, no, sasuke was not a chunin. If you listen closely to what Kakashi says and understand what he is refering to, he states that Sasuke has the SKILLS of a chunin. He never was promoted. Also, to answer the original question, Shikamaru was promoted because unlike everyone else that fought in the third round of the chunin exams, Shikamaru thought the whole situation through. No one else really thought their matches through, they just went in head first which could in fact lead to death on a mission. Shikamaru, if you watch his fight with Temari (Freaking amazing fight by the way!!!), he states that he had the next 200 moves planned in his mind and pretty much knew what the out come would have been. That is why he was promoted. He had a strategical out come for any and all posibilities for the battle which is what skill is highly needed as a chunin.
The only flaw that I saw for that whole battle was this one thing: If he had the next 200 moves planned out in his head, why was Chakra not accumulated in to the formula?!?! scream I mean honestly! That is the only stupid moment I think Shikamaru has ever had... stare well besides the fact that he pulled on Pakun's face and got bitten just before he left with Sakura and Naruto to go after Gaara and Sasuke.. now that was stupid...
