If by delayed you mean if you can last longer that is 100% true, as a matter of fact it is widely known for psychologists that cronic and compulsive masturbators suffer from desensibilization, and they can last longer in general.
But maybe I misunderstood what you meant by delayed.

Just asked a friend and apparantly you can use it over time to train yourself to last longer,
And plus it could delay but in his words, "after fapping off all night, who'd want to ejaculate again, first thing to come to mind would be a bowl of ice and some helping cream".
He probably misunderstood but I just felt the need to put that down.

Actually, thats just if you play too much the day before, but if you actually "exercise" that way, you actually are usually better at staying off from finishing soon. It can be used both ways, but i prefer to use it smartly as in the example I mentioned.

What do you mean? its easy to tell if a guys got a average small or large sized.
Okay girls this is how you do it:
For women with an untrained eye: Can only tell by hugging a man closely, you can tell by the bulge (unless the mans a grower not a shower) So this method can be tricky.
For women with a trained eye: Can tell simply by looking at the crotch area of the pants. She can also tell if your a grower or a shower.
The second method takes a while to develop, not to mention a completely perverted mind. xd
