Seems pretty solid..
Topher: I suppose.. but don't let him make himself known. The grunts aren't incompetent in this RP. They'll capture Ryuken and won't abide by average battle laws. All the Pokemon will come out if they have to. Though most Rockets carry no more than three.
If he discovers the base he has to get captured. Actually... this kinda sparked an idea!
Ryuken discovers the base... Sees Mewtwo in a containment chamber. Later, when Mewexpletus is wreaking havoc Ryuken goes back to free Mewtwo... hm.. maybe not.. eh..
