Not that this is something that I'm planning, but I assume this question will come up: are hybrid characters allowed?
(This may have already been specified as a no, but I've forgot and I'm sure someone will want to have their character be one.)
I also showed this idea to a friend who's immediate response was "what on Earth happened to the birds?!" since she had a bird character in mind. Someone would probably have that question too. I'm guessing it's related to the plot?

Hybrid characters are possible, but highly unlikely. I have a set of percentiles that would have to be rolled where I can see it (using the random number 1-100 function), and work several times. Once for being a shifter, and again for hybrid. I will edit this later with the specifics.
As for the birds, they do exist, and they are not playable for a very plot-related reason. The Ariels are near extinct, and are the cause for Shifters in general. wink Like the Vanes (fish), they are in the world, but I need a damned good reason to have one inkeeping with the ideology of the Ariels.

So some characters may not be a shifter? (does that mean they're just human or...?)

yes, humans are possible. Three types, in fact. The Silvers, a paramilitary group that has hunted shifters for centuries and now have governmental support, the general populace that has barely any understanding of what is going on with the shifters or who they are, and the Chaff, who help shifters whenever possible in a grassroots fashion.
