Nah, Midget. xD Iwa has the first Kage who had an actual romantic relationship with a young boy. Formally public, too. I don't know the details since I joined much later but apparently the Council there was miffed.
Though I say this case is slightly different, because Zephyr is convinced he's a kid and the first meeting starts as an accidental encounter gone wrong. Don't get insulted though, when later they meet again and he rambles (justifies) exactly the reasons why Kaede isn't appealing (he's a 'fairer gender' magnet in his older form), probably driving her to tears, to which Yokou will hit him again on the head...
Maybe it's Yokou's fault why he's so insensitive to people's feelings in the first place (accounting for the loss of brain cells). But then, if Zephyr was considerate to people all the time instead of just .000001% of the time, then he wouldn't be Zephyr anymore.
He's so much fun to rp.

I've search around but I can't find the answer so I'm going to ask here:
I graduated from the RP Academy. I'm supposed to contact a Kage to join the village, but am I supposed to make a character first?
Where do I post my character profile?
Custom Kekkei Genkai? Is there a sub forum to submit ideas for that?

Usually you're supposed to make a character project and submit it to a kage for approval, he'll help you finalize it and make it in conformity with the system if there are any problems with it.
For the custom kekkei-genkais I suggest you don't try that right off the bat, it's easier to make a character from an existing clan first and then make a kekkei genkai only when you have basic understanding of the game system.
That being said if you still want to make a custom clan right away the subforum is the Clans, jutsus subforum.

Some good ones are Kono, Oto, Suna, and Iwa (if everyone would start posting again) they are the most active.
The Kages for thoses villages are
Kono-ProtoXtreme
Oto-Cheerio18
Suba-onixdragon
Iwa-Carlos Ralfer (well he is MIA)
After you get there permission make your character and post it in the scrolls.
