I'm not sure, but you might be misunderstanding what sealing users do...
Weapon scrolls are used by weapon users who specialize in massive amounts of weapons like Tenten.
Puppet scrolls are small summons basically.
And it is an actual jutsu used by Medical ninja to summon their ninja tools for medical uses. ( This one is in the medical jutsu list, so yeah... )

Also bb, Puppet users seal their own puppets, in my case, more than one in a single scroll.

But when i tried to submit a custom... actually it wasnt even a custom it was the jutsu Rising Twin Dragons. I just have to make it a custom because it was not in the jutsu section. I was told at the time that it could not be approved cause they were debating if non sealers could have items sealed in scrolls. Which if sealers become the only one that can have sealed stuff in scrolls weapon, puppets, and medical becomes weaker and sealers become god tier.

you;re exaggerating by saying god tier, but I personally think you should at least be able to go to a sealer to get those seals. It would be kinda odd to let only sealers use seals

It would be kinda odd to let only sealers use seals lol I'm really not, they were already super powerful with barriers and seals. But if they were the only ones that could store stuff in scrolls they could enclose people in a tight area and then open a weapon scroll and spam them with weapons and just keep doing that til the barrier runs out of air and they die since the barrier is an enclosed area. Or they were also able to seal jutsu into scrolls, I could seal a fire jutsu and release it in a close area and it burns up all the air and bam dead. Their was a reason we made a rule saying "Sealers must be taught by a Sealing Master" lol

In the sealing master (profession) description, it says that only sealing masters can fully master sealing jutsu. What about those who choose sealing master as a shinobi type rather than a profession? How much can they learn?

Sealing master is going to be taken out as a shinobi type. It will only be available as a Shinobi Profession.

So let me just ask this so i get a straight answer. Does this mean I can now not put weapon summoning tattoos all over my body, to summon weapons
