One long hour of EV training done...Maxed Porygon-Z's Speed, half way done with Special Attack..Did not know that it gave +19 per level o_O. Never EV'd before.

Royal: The amount you gain depends on how high the level of the pokemon is when you start EV training it.
If you start from say like level 1, you'll usually see gains of +4 - +5.
If the pokemon is higher level, then you'll see those large gains. That's just the EV taking a more visual effect, with the game trying to balance the stats according to the EV's you gave your pokemon.
