Not that I am crew or anything, but shouting in a dragon language, and causing a assorted spectrum of effects does not really fit with the Narutoverse to well.
Wouldn't it be a clan though, since anyone can learn it, there just happened to be certain people who can learn it easily?

Like Havok, not that I'm crew,
But I think bloodline and clan ideas ripped strait from games/movies/other anime or pretty cheap and annoying. Why not come up with something that's your own and you can be proud of?
and I think it would be a clan, it's just learning a language.....a secret language

Wouldn't it be a clan though, since anyone can learn it, there just happened to be certain people who can learn it easily? Thusly why I said Dovakiin bloodline. Besides, implying it is a clan means that someone can learn it fairly easily. In Skyrim the greybeards explain that they spend their entire lives learning only a few. They can't share their knowledge with eachother like they can with the Dovakiin, and talking to their students would never work, because they say tha their voices have become so powerful that they'd rip normal humans to shreds. Plus, Bloodlines are just inborne abilities. Heck, there are several techniques that if expanded upon would be very similar to bloodlines, the most notable being the Water manipulation. You can turn water to ice, or steam and back with however much you'd like, that steps into two different bloodlines, although one doesn't exist here.
