Can someone please look at this? Greg, I'm really really sorry to rush you and I know that you've been sick, but I really need it approved asap because Luo won't approve my custom weapon without your approval for the Summon and I need them both before the Exams. I'm really really sorry to rush you.

Mongoose Summon:

History: The art of summoning the mongooses manifested in Sunagakure during the time of the Godaime Kazekage. The art of summoning these animals is unlike any other summon. The mongooses are based on speed, coupled with offensive power, to deliver devastating attacks. They do not rely on brute strength, or enormous size. Too much bulk would simply weigh them down. The mongooses are the masters of Wind release jutsu, being heavily associated with Temari of the Sand's summoning technique: smearing her blood onto her giant folding fan in order to summon Kamatari. Since then, the clan of the Mongooses has expanded, the Summon developed further. The strength of Kamatari and his clan often go underestimated, the key factor in bringing down the opponent. The Mongoose family are known for their bitter rivalry with Manda and the snakes due to their natural resistance, or in some cases, immunity, to snake venom.

Summons:

Kizoku:
User Image
Rank: D
The baby of the Mongoose clan, Kizoku, is the first stage that the Summoner will master. Being smaller and weaker than her fellow Mongooses, Kizoku is more suited for stealth and diversionary tactics than for offense. She is, however, capable of performing the Quick Beheading Dance like the other Mongooses. The strength of the Dance, however, is less when used by Kizoku due to her obvious lack of power.

(Strength of jutsu becomes two ranks lower than specified when jutsu are used by Kizoku)

Eri:
User Image
Rank: D
The second-smallest of the Mongoose summons, Eri is the second stage that the Summoner will learn to perform. Eri, due to her size, is able to perform only a very weak version of the Dance of Blades, and Kosa no Mai. She excels in performing distractions rather than relying on brute strength, and is often used to ambush the opponent.
(Dance of Blades strength is two ranks lower than usual.)

Nakuru:
User Image
Rank: C
The third-largest of the mongooses, Nakuru is the only one other than Kachiri to possess the ability to communicate through human speech. While her attacks are still devastating in battle, Nakuru is known for being the spiritual leader of the mongooses, despite her rash, impulsive nature.

Senpu:
User Image
Rank: B
Possibly the most peaceful of the Mongooses, Senpu is not one to be looked down upon. Senpu is the third stage of Mongooses that the Summoner will learn. The strength of this Mongoose is surprising considering his peaceful nature. Senpu is known to be very loyal to both Kachiri and the Summoner, and will use force if necessary to protect either, though his strength is less than that of Kachiri.

(Senpu is roughly ten feet in length when Summoned, but can use the Relative Size technique to alter his size.)
(Strength of any jutsu used is one rank lower than specified.)

Sub-Boss Summon:
-Kamatari:
User Image
Rank: A
One of the most powerful, and most feared of the Mongooses, Kamatari is unlike the rest of the Weasels. Having lost one eye in battle, Kamatari is known for wearing a patch to cover his wound. Kamatari often wears a black vest as a symbol of his authority in the Mongoose Clan. Wielding a deadly sickle, Kamatari is known to perform the Quick Beheading Dance, nearly obliterating his enemies.

Boss Summon:
Kachiri:
User Image
Rank: S
The largest Summon of the Mongooses, Kachiri is closely linked to Kamatari. Her left eye slashed open at some point in her nebulous history, Kachiri displays her scar proudly as a symbol of her endurance. The scar stands out considerably against the milky white of her fur. Kachiri, aside from having a physically distinguishable characteristic, is known for her devastating offensive power, aided by her long, razor-sharp claws, and equally deadly teeth. Kachiri is known to have strength rivaling that of Manda, adding to their hatred for one another.

Related Jutsu:
Kuchiyose: Kirikiri Mai (Summoning: Quick Beheading Dance)
Strength Rank: A
Paying the blood toll for the Boss Summon whips up a tempest and summons Kamatari who rides the wind, slashing through everything it touches. The effects of the technique stretch outwards for several hundred meters. The swirling winds also whip up trees, boulders, and other forms of debris, which then rain down on the helpless enemy. It is highly effective when surrounded on all sides, when the enemy's position is relatively unknown, or when the enemy is hiding behind a shield. One of this technique's few weaknesses is the fact that it exposes the user's position. If the user is not careful, they could also be damaged by the debris and cutting winds caused by Kamatari’s appearance.

Kuchiyose: Fujin no Mai (Summoning: Dance of Blades)
Strength Rank: A
Exclusively used by the Mongooses, the Dance of Blades is a technique similar to the Quick Beheading Dance. Using their affinity for the Fuuton jutsu, Kachiri and the other Mongooses are known to be able to have some control over the movement of the whirlwinds they create. The crescent-shaped whirlwinds are known to slice through flesh with ease.

Kuchiyose: Soyokaze no Mai (Summoning: Dance of Gentle Winds)
Type: Supplementary
By tributing a total of three chakra points per post, the Summoner can gain access to the Dance of Gentle Winds technique. This jutsu allows the user to move one speed rank faster than normal (does not stack with any other speed boosts). This technique lasts for a maximum of four posts. The Summoner must learn this directly from the Mongooses, and this technique can only be used once in combat.

Kuchiyose: Sotai Oki no Jutsu (Summoning: Relative Size Technique)
Type: Supplementary
A simple trick, the Relative Size technique allows Kachiri and the Mongooses to change their size on the battle field. When Summoned, Kachiri's average size is that of Gamabunta or Manda. Senpu's average size upon Summoning is twenty feet in length. However, with the Relative Size technique, they can shrink to that of her Summoner, or grow to their maximum sizes.
(*Kachiri's max size is that of Manda or Gamabunta, as is Kamatari's. Senpu's maximum size is forty feet in length. Nakuru's maximum size is thirty feet. Eri's maximum size is fifteen feet. Kizoku is unable to perform this technique.)

Kuchiyose: Kosa no Mai (Summoning: Dance of the Cutting Sandstorm Technique)
Strength Rank: D
A weaker technique used by the Summoner. By summoning the power of this jutsu, the user creates a sandstorm which inhibits the opponent's vision for four posts. The sandstorm also causes minor lacerations and cuts due to the debris being swirled around in the air.

All of the summons seem fair. However there is one thing that I would like to question...Dance of the Wind jutsu. How does a summon grant the user a brand new jutsu to attain? Plus an entire rank of speed is a lot, especially if you already have the speed shinobi type, which would increase a person by two ranks sweatdrop

Three conditions:

1. Can't stack with any other speed boosts including the speed type
2. Must have been taught by the mongoose
3. Can only be used once in combat

Sound fair?

Ninken Summoning
While all members of the shinobi world that know anything about the Inuzuka know that they are the primary users of Ninken, or ninja hounds, some people are capable of summoning ninken and using each as if they were an inuzuka hound without the inuzuka training. These ninken all have the ability and heightened senses of the inuzuka trained ninken, but lack all other ninken abilities. All are treated as having a C rank shinobi's amount of chakra in their body. All are also capable of the water and wall walking techniques at a -2 point chakra cost.

Pakkun -B rank
User Image - Blocked by "Display Image" Settings. Click to show.
Pakkun is the go to dog of the entire pack. Although not overly powerful he is fairly smart, having been able to speak fluidly and at an average level since he was four months old. Pakkun is weaker than the other ninken, at a D rank maximum in power, however his speed is C rank and his tracking by scent is B rank. He is a small miniature Pug with light brown fur and a dark brown muzzle. Despite his small size, he has a deep resonating voice. He is capable of sensing how powerful an opponent is, and uses his hearing and scent abilities to tell how many people are in an area and even if there is anything odd about their scent. He has instincts that even the other ninken are resentful of, his instincts can alert him to the presence of immense danger, although he can't define why.

Pakkun Jutsu:
Hair clone technique
Pakkun is capable of shedding hair and then forming a clone out of that hair. This requires a D rank amount of chakra, and the clone disperses into a giant cloud of dog hair, obscuring vision and making the area of contact irritated and itchy until the hair is removed. Pakkun can create two clones at once, however he has to give up a B rank of chakra to do so. Pakkun is treated as having A rank amount of chakra in his entire body.

__________________________________________________________________________________________________________________________

Bull - C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Bull is the largest by far of the pack of ninken. He is unable to talk however, but the rest of the pack seems to like him all the same, often Pakkun is seen ridding on top of his head. Bull is a giant black bull dog that while sitting his head reaches well over 4 feet in the air. His body power is that of an A rank ninja, while his speed is that of a D rank ninja. He isn't as good a tracker as the other ninken, so his tracking by scent ability is simply a D rank as well. He is incapable of utilizing any technique without the rest of the pack.

__________________________________________________________________________________________________________________________

Urushi -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Urushi is the third dog within the pack. He is small, roughly the third smallest. He has light brown fur and a white underbelly, as well as a white muzzle. His eyes seem angry, even though he could be happy. He has teeth that seem much sharper than any of the other dogs, but he is actually pretty much an average ninken, as his speed, power, and sense of smell for tracking is all ranked as C rank.

__________________________________________________________________________________________________________________________

Shiba -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Shiba is a fairly average ninken, aside from his unparalleled sight. His eyes seem more human than any of the packs, and they perceive much like a human's would, even to the point of perceiving color. His tracking ability rivals pakkun's although his is treated as A rank. Shiba is a C rank in both power and Speed. Shiba's coat is a soft grey with a white underbelly. He also has a tuft of black fur on the crest of his head resembling a mohawk.

__________________________________________________________________________________________________________________________

Bisuke -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Bisuke is the odd ball of the pack. He has light brown fur that forms to dark brown on his forelegs, and on his long ears. He has the kanji for shinobi on his head, and even dark rings around his eyes. He is mainly an average ninken, except that he is capable of comprehending seals. If he has had an owner that was capable of utilizing a certain seal he can identify it. He can currently identify all seals that are guild wide up to C rank. His tracking ability and his speed and power are all D rank.

__________________________________________________________________________________________________________________________

Akino -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Akino is the hound that most perceive as the leader without actually knowing the pack. He is a medium sized dog, the third largest. He is capable of tracking with scent as well as Pakkun at B rank, and is capable of moving as fast as B rank as well. His power is average at C rank for a ninken. His fur is tan fur with a white strip going down his head and then to his muzzle. He is seen wearing glasses much like what a member of the Aburame clan would wear. He knows a bit about the aburame clan, mostly just the basis of their techniques, and their family history. Pretty much exactly the information that you could read in any library with at least a bit of knowledge of the aburame.

__________________________________________________________________________________________________________________________

Uhei -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Uhei is a greyhound, and is bandaged nearly from head to toe. he isn't injured, this just provides him with a bit more protection against the elements. He is a reddish brown on top, with a white underbelly and snout. He is often used in an unforgiving environment, one that has extreme temperatures or one that has extreme weather. He is A rank in speed, D rank in tracking ability, and D rank in power.

__________________________________________________________________________________________________________________________

Guruko -C rank
User Image - Blocked by "Display Image" Settings. Click to show.
Guruko is a small dog, the second in size, and easily the weakest. He is completely below average, all of his abilities topping out at D rank. He is however the one hound that is inevitably the one who will do the most damage. He uses a technique that is a taijutsu that hides him in the blind spot on the other side of one of the other dogs in order to latch onto the opponent and distract them with a vicious bite. He is light tan in color with a white snout and dark brown ears. His snout also has black lines that seem to be whiskers.

Boss Summon: The Pack -S rank

User Image - Blocked by "Display Image" Settings. Click to show.

The Boss summoning of this style is the entire summoning. While useful from situation to situation on their own, the pack is at their full potential when together as a collective mass. The Ninken dogs are capable of joining forces with one another to effectively pin a target and quickly eliminate them. They also have several defensive maneuvers that allow their summoner to escape and cancel the summon effectively protecting the hounds themselves. The hounds reside in the village of the original summoner at his/her home, randomly walking the village's streets, or patrolling with other ninja at the will of the summoner.

Pack Jutsu:
Circular Formation -
While not a specific jutsu, the ninken are capable of distracting an opponent by surrounding them in a circle and merely running around them dodging. One dog can stay within the confines of the circle and distract the opponent, allowing another dog to quickly sneak up from behind and attack. This is a simple strategy, but a hard one to counter due to the eight different possible attackers.

Ninken Ninja Art: Dance of the Dust Cloud -C rank
This technique is used to conceal all of the members of the pack. Using their insanely strong front legs they quickly dig into the ground, creating large holes as well as large dust clouds. This obscures an entire area, and allows them to attack a target from the dust clouds.

Crane Wing Formation -
This formation is used in conjunction with the Circular formation. attacking from all angles, four dogs attack either arm of the target, and bring them down to the ground on their back where the dogs will hold their arms out tightly, rendering the target unable to use any two handed signs, or reach of any weapons.

Dog Wall Formation -
This is the common initial attack technique for the ninken. Using their speed they jump into the air, forming a circle in the air. Bull is in the center while the other seven surround him. From this point the others are capable of ridding Bull all the way into the opponent, or jumping off to engage the circular formation quickly. Bull is charged with 10 points of chakra from the other dogs, and his fur hardens to that or iron. This allows him to sustain minimal injuries should someone attempt to stab him upon contact instead of dodge slightly.

Summoning: Earth Release: Tracking Fang Technique -S Rank
This technique is used as an alternative to summoning the pack the average way. This technique utilizes blood marking to mark the opponent with the blood of the user. Once that has been achieved, no matter from what angle the user summons the pack, they'll be directly attracted to the target. They can burrow their way through any kind of soil, or even trees. They'll even be summoned and swim at intense speeds through water to reach their target. Once they reach the area below ground directly beneath their target, they shoot up from the ground, the smaller ones at first, then Bull appears behind the target and slams a paw into one of their shoulders and clamps his jaw on the other side, burying his teeth into the target's flesh. Then the other hounds grip onto the target's arms and legs, hitting at the joints, ripping tendons and locking the limbs in place. This technique is a holding technique meant to hold the target still or cripple their movement for a period of time should they be capable of escape.

I'll assume this is a rewrite for our current dog contract.

Summons cannot have different ranks for different skills. If even one of their skills is A rank, they will have to be treated as an A rank summon.

All abilities need Ranks.

All abilities need Ranks.

Yeah, it is.

I don't see why it depends on that. I mean if a shinobi has speed type, and a talent that increases speed, are they treated as a higher rank? Because in essence that's all these summons are. They are ninja of a different species. They have their own specific talents and specialties, instead of being generic doggy #1-8. Having different ranks in different stats give them a more personalized and specialized position within the group and makes up for their lack of jutsu.

Only two of the pack jutsu are jutsu. Pakkun's hair clone I do need to put a rank on. Dance of the Dust cloud is simply them using the equivalent of the medical augmentation to increase the power of their front paws and speed making them produce dust instead of dirt. Then the Summoning technique is the same as the cost of summoning the entire pack as a boss summon, it is just an alternate option. Otherwise the other three are simply movements, not jutsu. I just decided to put them in there for future use, and as an example as to what they are capable of.

Edits in red:
If you feel the need to clarify more, then you can pm me instead of putting it here. That way it remains civil. Also so if I can salvage it, I can possibly bounce a couple ideas off of you.

I edited the upper paragraph because I reread what I said and it made absolutely no sense. So I changed my wording to better explain myself.

Summons are not really supposed to be treated as another shinobi. This is precisely why summons cannot increase in rank with the user, why humanoid summons are not allowed, and why summons cannot has "X element up to X rank".

If they were allowed to have different ranks for different skills, then what WOULD their rank be, for chakra cost purposes. Ignoring the fact that this information wasn't included in the first place, these ranks are spread very far apart, with some sections at D while others are at A. At those levels, and going by your logic that some shinoni advance in types based off specialties, most dogs would still need at least a B rank.

Not every single summon needs to be incredibly special. You've already given each dog a specific trait (knowledge, seal ability, etc), they do not need separate ranks for each skill in addition to that. As far as jutsu, summons do not need jutsu, summons ARE the jutsu. This is the same problem I have run across with EVERY CONTRACT EVER. (Thats right, everyone who has ever made a summon contract, I'm talking to you). A summon is not a pokemon, an animal you send out to shoot lightning at people or something like that. A summon is an animal that assists you, be it for combat, stealth, information, or even just entertainment, but its supposed to be done using the animal's natural abilities (Example: Zin Naga used his pet snake to taste the particles of Yamatano in the air and determined that he was using a henge). Yes, maybe the boss summon will have an ability, or even one of the lesser summons, but please don't say they're unvaried because they don't have jutsu. This goes out to anyone and everyone making a contract thinking this same thing.

EVERY jutsu needs a rank. I won't allow a loophole to be opened when Fanged Pursuit is rankless.

I don't want to clog up the thread any more. I'm going to send you a pm, so please respond to it, I'm still slightly confused on a few points, and I don't think you understand some of my points that currently aren't explained in detail yet.
