The soldiers didn't attack Wolverine; he was of course a prime target for the Commissar's real plan and already, this was turning out quite well. With Wolverine here, they could strike a bargain. One of the soldiers who spotted Wolverine as he extended his claws, used his communicator built into the armor to contact the Commissar.

"Sir, Subject X-1 is here, Wolverine."

The Commissar sounded hesitant for a moment, but in a clear voice directly told the soldier exactly what to do; he wasn't going to mess this up and with the essence of Weapon X in the living flesh, blood, and unbreakable metal, the Commissar wasn't going to take any chances; if not Wolverine, he'd have to deal with that insufferable Deadpool. The soldiers didn't get ready to fight, instead they kept their weapons down or holstered. One soldier walking towards him directly spoke to him, trying to keep a steady flow of calm nature.

"Mr. Logan? Our leader wishes to speak with you at the police station; he has a deal for you."

The Commissar would be willing to stop and even reverse his take over of New York just to get a sample of Wolverine's blood. The soldiers could shoot him and draw blood, but it wouldn't be fresh enough to keep the Weapon X material intact. The Commissar needed that blood to restore his own body and finally be able to get free of this universe when he pleased. Things were bad here and the Commissar could smell the danger in the fabric of dimension like a ketchup stain on a shirt. The sooner the Commissar had the option to escape here, the safer he'd feel.

"This way, sir."

The soldier that spoke before started walking down the street, expecting Wolverine to follow him. The other soldiers dispersed, carrying out their duties delivering food and keeping the streets under control. The Commissar had hoped that the people would get use to the soldiers until the majority of the super heroes returned and carry on with their lives. If this fragmentation of the universe continued, the Commissar would ave to limit population growth and develop a self producing food supply in the long run. For the short term, things just needed to be kept calm; this was a necessary evil, one the people would appreciate.

"We're a radical group that wishes for the philosophy of Communism to be embraced by America, at least as a more influential political party on par with the two main political parties. As of now, we're keeping order; you may not know this, but rumor is major heroes like Superman or Spider-man have seemingly disappeared and with the universes fractured like they are, resources are going to become oddly scarce, so what we're doing is a necessary evil for the benefit of the people."

Each soldier was a strong or even moderate believer in Communism; they were often wronged by their government or poor thanks to the capitalist system. Some joined because they were tired of the rich getting richer and the poor getting poorer. A small fraction even joined because they were disgusted with how the capitalist government was practically ruined by big business and fueled by corruption. One fourth of the soldiers didn't even believe in Communism, but from where they were before, this was a vast improvement.

The soldier reached the entrance of the Police Headquarters and opened the door for Wolverine; two other soldiers stood by the door to keep guard and at least fifteen others were in the office itself, but they were off duty, enjoying lunch or taking there recommended six hours of sleep before heading out on patrol. To be fair, each soldier was given exactly the same amount of food each citizen of New York was given for today's rations.

The chair behind the desk suddenly turned, a man wearing a gas mask and trench coat equipped with armor resided in said chair. The Commissar was not really a man, but a brain in a robotic body, so he gave off no real scent for Wolverine to even pick up. The Commissar got up from the chair to formally greet Wolverine, inside extremely excited he could finally have the chance to collect blood from a subject of Weapon X.

"Mister...Logan, hows the memory?"

The Commissar meant that as a joke towards Logan or rather, James Howlett being his real name. The Commissar had been studying a lot about Weapon X and upon digging, he discovered many files about Wolverine and was able to piece together many appearances dating all the way back to the mining colonies days of British Columbia. One of the few mutants who had a expanded lifespan, a very interesting subject.

After the Commissar's anouncement, Skuld leaned over to her compatriots, "Victor, Kane, perhaps we should make ourselves scarce."

"Fine; I need a small sample of your blood. Since you were part of Weapon X and your healing factor, I can use your blood to rebuild my own body."

The Commissar proceeded to take off his trench coat, revealing his mechanical limbs and metal exoskeleton. The chest plate was part of the mechanical body, to protect the vital security used to keep the Commissar's brain alive, which was being held in a dome metal container on top of his head. The entire body was crafted with not synthetic Vibranium like the lesser bits of armor, but authentic Vibranium from Wakandan. The Commissar had spent a lot of effort, time and money to get a mechanical body that was made of Vibranium and even more so that it didn't negative effect his brain. This Vibranium body was however too condense to house the Symbiote that the Commissar once had, so he never wore it. With that Symbiote in Rhino's possession, the Commissar was able to dawn the much more sturdier mechanical exoskeleton.

"As you can see all that is left of me is my brain and as Spider-man once put it, I'm but a brain in a jar. With your blood, I can restore my former self and escape this universe with my former powers of teleportation. I would offer to take you and your allies along with me if this universe collapses, but I can only use this power on myself, not even my soldiers will be able to escape the collapse if it happens."

This saddened the Commissar somewhat; he wished he could save his own men from a universal collapse, but his teleporting powers only worked individually and even then, it would be unlikely humans could survive the Commissar's limbo dimension, as it lacks all Earth elements needed for humans to survive. It was a shame really, but at least the Commissar would have the opportunity to escape destruction.

"In exchange for a sample of your blood, I will call off my hold over New York and my men will return to our Headquarters, never to bother New York again as well you'll have my undying gratitude."

The Commissar was a man of his word; he'd remove his outpost in New York and move all of his men to the headquarters in Gotham City. This was important to him and in his current state, the Commissar's immortal life was in jeopardy. The Commissar suspected that if Logan went with the deal he'd have to help him later on, him and his allies, but that was a small price to pay for being restored.

"I could try to kill you, but you and I both know that's is very hard and since the deal never commenced I will continue my operations here in New York. You could try to stop me and my soldiers, and on the prospect of succeeding, most likely New York will be covered in battle damage; my soldiers are well equipped and their weapons can make quite the mess when they miss, maybe even accidental civilian injuries and such, but if you decided to try and stop me, I'd probably move the civilians to different safe zones to avoid being injured in the crossfire. It would be a long and grueling process, even if you got back up. Not to mention there's the added guilt that my soldiers are just everyday people, with families, pets, and I think even a couple of them are meta humans like you, but with very minor powers; they didn't like how their government treated them for what minor a threat they made and joined my group to achieve equality for their kind."

Throughout New York, Commissar's minions would have stiff resistance primarily around the numerous police precincts. The fight would be mostly between NYPD and Commissar's troops.

"It was either you or Deadpool, Logan. Other members of Weapon X are scarce or I would be searching for them. Why don't your propose your own arrangements to the deal if it doesn't suite you, since you are holding most of the cards, Logan."

The Commissar said this because his need for a body out-shined his need to spread Communism, far more then any other priority. For a couple of hundred years, the Commissar had been nothing but a withering individual, now nothing but a brain of what once was. If Logan didn't agree to the deal, the Commissar didn't know how he'd restore himself without blood from a Weapon X subject. Using Doomsday's sample alone was far too risky, the Commissar needed an adaptive base and he didn't have enough information to completely duplicate Weapon X without a sample of blood from said project. Duplicating it could have unforeseen consequences.
