I just noticed that you falsely advertise Tetsu's Reiatsu, Ichi. In his profile, it says his Reiatsu is immense, yet it's only at 100. For that level, it should be "Great Reiatsu", methinks.

"the target's Reiatsu needs to be 40 points lower"
not
"the target's Reiatsu needs to be 40 points or lower"
You take the user's Reiatsu, subtract 40 and anyone at that level or beneath it are subject to it. Koudo's is 60 points above Shiruba's, and the willpower method applies to Fear, mostly. If it applied to the rest of them, it'd be to those that aren't 40 points or lower.
By that I mean; Koudo = 160 Target is 160-120 (Can use willpower to resist) Target is 110 or lower (affected) Sorry, I didn't realize that was unclear. I have just edited the Shinigami ability system to make it clearer. I do realize that people without large Reiatsu could have a lot of willpower, but this is still stat based and I'd like to keep it this way so people aren't saying their RPC's have mad willpower just for convenience's sake.
O yeah...that's sooooo clear stare The way it was written, meant, that if the person was above 40, they would not be affected by it. If you didn't mean that you shouldn't have written it like that, which here is what it says...
Taigaa-tono Phantom PainHigh level of spiritual pressure can make an opponent feel as though they are being attacked though nothing is physically happening to them. A 110 in Reiryoku - Reiatsu & the target's Reiatsu needs to be 40 points lower than the user's. If not, willpower can be used to fight it, though this does not make the target completely immune, it simply means they have a better chance of fighting it.
So, following this realization, I'd still be in the right because of Shiruba's Samurai discipline, to allow him to bypass some pain, plus his Endurance to pain and his Resist Damage qualities.
So, even if his Reiatsu is not high enough, his own will power, plus his training, endurance and plus the stat ability to resist damage, would all but crumble Phantom Pain.
And not to sound like a perfectionist, but in the ability page, you're saying that willpower will help fight it, but now you're saying you don't want people thinking that, just follow the stats? Please, no offense, but make up your mind and stick to it, so people don't get twisted around and all the changes you make to the systems periodically aren't exactly helpful either...
So, with technicalities aside, either-way, Shiruba is still able to bypass Phantom Pain, because that's all it really is. It's just an illusion, not really anything more then that. If he is able to use his will power to fight it, he'll trump it. If will doesn't come into it, his character abilities and qualities still allow him to trump it. cool So useless argument was useless...

Well, this message isn't coming at the best of times, and I know it's coming out of the blue. I am sadly having to leave the Bleach: White Chapters; immediately. I hope I'll be missed and such, but I know some of you will miss me x3 I am leaving because my life is a little strenuous between ending school, and then getting in to the Air Force in two months. I really wish I didn't have to leave, but right now, it looks as if I don't leave, I may just mess something up or cause really bad things to happen. The times we've had together were great. Ever since Bleach89, or whatever it was, it has been pretty fun. Some faces went, some new ones came in to the scene. I must now be one to join those who've left. Also sadly, I probably won't be getting on Gaia much anymore... I may get on once and a while check up on what's going on, but not very much.
I'll miss you all, and hope the Guild goes far, and good luck everyone
